This position is in the Health Professions Education (HPE) Office (HPEO) and is supervised by the HPE Manager with oversight provided by the Associate Chief of Staff/Education, Designated Education Officer (DEO), who reports to the Chief of Staff (COS).
Duties
Duties include but are not limited to:
Administers tasks and procedures required by tracking time, verifying valid agreements, rate and stipend schedules, processing financial transactions, and reconciliation of activity records.
Develops and provides annual and as needed training for the affiliate to ensure policy compliance; maintains documentation of training, including meeting minutes description of content covered, and name of attendees.
Collects, consolidates, and provides analysis of data to prepare justifications for funding, and budget planning purposes; evaluates trends and provides recommendations for further analysis for future planning.
Extracts, analyzes, and organizes data from multiple sources to create reports for ongoing monitoring of resources.
Maintains awareness of new policy related to budget, personnel, and procurement to provide analysis, training and recommendations to enhance operations.
Submits Quarterly Needs and Excess (NE) reports for redistribution of returned funds across programs to accommodate changes in priorities.
Serves as the disbursement coordinator and is responsible for communicating, establishing processes and ensuring compliance.
Evaluates programs and processes for discrepancies to determine efficient and compliant program operations and use of resources.
Validates complex calculations for accuracy of reimbursement of activity with analysis of relevant documentation; evaluate and determine the scope and intensity of verification methods for each program to minimize risk to organization while maintaining efficiency.
Decreases enterprise risk by mitigating inconsistent and inaccurate disbursement processes.
Works closely with the affiliate, educating staff on fiscal policy and providing guidance throughout developing and executing of contracts.
Identifies gaps in policy compliance through review and assessment and comparison of current standards and policy guidance and makes continued recommendations for overall program improvement and necessary procedure or policy changes.
Work Schedule: Monday-Friday 7:30am-4:00 pm, subject to change based on the needs of the facility.

Qualifications

Individual Occupational Requirement: Applicants who meet the Individual Occupational Requirements described below are fully qualified for the specified entry grade and must also meet the specialized experience or education requirements.
Undergraduate and Graduate Education:
Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
OR
Specialized Experience:
Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
In addition to meeting the above Individual Occupational Requirement (IOR), applicants must also meet the experience and/or directly related education relevant to this position.
GS-12 grade level: One year of specialized experience (equivalent to the GS-11 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization.
Specialized experience includes:
Experience trouble shooting issues, analyzing problems, making recommendations, and enacting processes changes.
Skilled in clear and concise communication with administrators written and oral.
Experience collaborating with senior management.
Experience collecting, compiling, analyzing, tracking, and reporting data for both internal and external recipients.
Experience in clinical academic and health care management principles, concepts, and methodologies including budget, personnel allocations, and procurement.
There is no educational substitution for specialized experience for the GS-12 level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
There is no educational substitution for the GS-12 level.
