This position is located within a Veterans Health Administration (VHA) Medical Center (VAMC) at the Department of Veterans Affairs (VA).The primary purpose of the Ambulatory Care Operations Director-Group Practice Manager (ACOD-GPM) is to provide oversight and administrative management of all ambulatory care services in the VAMC and related Community Based Outpatient Clinics (CBOCs) as it relates to access to care as applicable.

Duties

Duties include but not limited to: Works with National Program Office, in collaboration with VAMC service Lines, to review and develop guidance and policies that will facilitate standardized processes. Works with subordinate supervisors, Associate GPMs, and clinic practice management team when applicable to consistently evaluate the efficiency and effectiveness of the local staff, provide feedback, and determine what national training initiatives and needed locally to have the largest impact. Works independently with medical leadership and personnel at the VAMC, CBOCs, and other facilities to implements national and VISN standards and address administrative process/systems issues and other areas of concerns. Exercises supervisory authority involving work assignments and review to include administrative and personnel management functions that are communicated through the formal employee performance management systems. Acts as a representative of ambulatory care management and the Chief of Staff with appropriate professional groups and administrative staff in an effort to coordinate activities and resolve any problems. Aligns local processes with planning and policies at the network and national access leadership levels. Lead program planning and execution for VHA-approved program of clinic practice management at the VAMC level. Review and evaluate local processes and procedures to determine areas of effectiveness, efficiency, and improvement for proposal through GPM Community of Practice and the national Steering committee at the national level. Use Advanced Principles and Strategies for Access Improvement to review and provide guidance to Clinical Leads. Works with veteran experience advocates at the local VAMC to evaluate patient and family concerns regarding the access to services needed. Serves as the supervisor for a unit engaged in clinic access and data analytics. Work Schedule: Monday - Friday, 7:30 am - 4:00 pm, subject to change based on the needs of the facility. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/11/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience using electronic systems including VHA Support Service Center (VSSC), VISTA. Skilled in the use of Microsoft products to include advanced excel skills. Gather, review, input and analyze date required to monitor access and productivity. Present date clearly to facility leadership Lead performance improvement projects and/or change management skills. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Performance of the incumbent's duties may require extensive walking per day to meet with the VAMC quadrad, Clinic Leads, Administrative Leads, MAS staff, and other clinic personnel. Trips to satellite outpatient clinics are sometimes necessary and will involve transportation via station vehicle or privately owned vehicle.
