Employee will serve as a Supervisory Health System Specialist aligned within Ambulatory and Primary Care Service (A&PC) under the Chief of Staff located at the Veterans Healthcare System in New Orleans, LA.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** The primary purpose of this position is to provide direction, operational support and expertise in leadership and management to clinical services and service as a major administrative advisor and management analyst to the medical center. Duties will include, but may not be limited to the following: Serves as the point of contact and coordinator with public and private organizations. Performs contract services functions, includes: financial analysis, supervisory oversight, provider contract development and contract maintenance, information management, performance of clinical/financial feasibility studies, and strategic planning. Conducts fact-finding and analysis of data (performance metrics, provider profiling, financial, cost, etc.). Research problems, identifies areas of concern from thorough analysis, and prepares and implements plans for resolution. Maintains responsibility for decisions on data source, methodology of data collection, techniques of analysis, display of findings, conclusions, and recommendations. Oversees accountability for appropriate use of medical center funds, contracts (e.g., cost estimates, payments, documentation, and reconciliation of authorizations). Conducts short- and long-range planning and programming, includes development and implementation of policies and plans, evaluating the organization structure of programs, and prepares reports. Uses data and reports to determine past effectiveness of operations, the status of operations, and to forecast the programs future. Identifies and recommends processes for programs improvements. Serves as liaison between the service and various services within the medical center, such as Engineering, etc. in support of Systems Redesign, space allocation/planning, logistics for clinic equipment. Responsible for various management/oversight activities for the service and a variety of key service reports that includes discussion and analysis of accomplishments, goals and objectives, specific trends, resource management, review and comparison with Regional and National standards, education and training activities, community relations, patient satisfaction, and significant problems and recommendations. Performs staff supervision and oversees workforce and position management functions, includes development of organizational changes, positions descriptions and performance standards. Provides management and guidance on leave administration, disciplinary actions, personnel problem/issues resolutions, recruitment and placement, position management and classification, continuing education activities, etc. Chairs or serves as a member on Integrated Product Teams, Administrative Investigative Boards, Root Cause Analyses, Reports of Survey, and System Redesign/Performance Improvements Teams which are chartered by top management. Qualifications

SPECIALIZED EXPERIENCE: Requires one full year of specialized that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-12) in the normal line of progression for the occupation in the organization. Such experience must demonstrate progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. In addition to the above experience for entry level positions, experience required at this grade level includes: performing contract duties that includes financial analysis, provider contract development and contract maintenance, information management, clinical/financial feasibility studies, and overseeing the accountability for appropriate use of funds; data management and analysis, policy and program development, resource allocation, short- and long-range planning, monitoring of performance metrics; and leading staff of a multi-disciplinary team, overseeing human resources (position description development, leave administration, disciplinary recommendations, etc.) You will be rated on the following Competencies as part of the assessment questionnaire for this position: AccountabilityAdministration and ManagementCustomer Service (Clerical/Technical)Financial ManagementTeam Building IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL REQUIREMENTS: The position is primarily sedentary but also demands standing, walking, bending, lifting, and carrying charts, clinical folders, forms, and miscellaneous supplies to various locations within the medical center. Employee frequently walks to various parts of the healthcare system including patient care areas.
