The Supervisory Health System Specialist serves as full time Chief of VA Community Care at the Southeast Louisiana Health Care Systems (SLVHCS). The incumbent has direct accountability to the Chief of Community Care who reports to the Chief of Staff. The incumbent has decision-making authority, responsibility, and accountability on issues affecting the Care in the Community (CITC) program and department.

Duties

Duties Include: Makes sound, well-informed, and objective decisions; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals; causes; Directs Community Care program in broad business practices such as member services; revenue cycle management; purchased care; workload and clinical data capture; resource allocation; health information management; and clinical administrative management support; Thorough knowledge of health care delivery systems and operations related to the purchased care program; ensuring timely healthcare delivery and continuity of purchased care across this significant service-delivery area by analyzing, evaluating, and advising executive leadership, and coordinating healthcare delivery systems at the service level; Develops both long and short- range policies and plans for the Service to advance business practices that support patient care and delivery of health benefits. Incumbent is responsible for making and implementing decisions directly affecting patient care and makes recommended administrative planning decisions to senior management; Provides leadership for advancing business practices that support patient care and delivery of health benefits. Represents a single accountable authority for developing administrative processes and policy to conform to national regulations and directives; Develops performance plans and evaluate work performances of direct reports; Nurse Managers; Administrative Supervisors, Customer Service, ADPAC and Program Analyst and provide oversight and guidance over the performance plans of other VA Community Care subordinates; Participates in formal and informal management sessions, including policy review and advisory boards or committees covering the full range of activities relating to Community Care and the medical center policies and operations; Work Schedule: Full-Time, Monday-Friday, 7:30am - 4:00pm. Subject to change based on the needs of the facility. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/11/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Individual Occupational Requirement: Applicants who meet the Individual Occupational Requirements described below are fully qualified for the specified entry grade and must also meet the specialized experience and/or education requirements. To qualify you must possess one of the following: Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration (Transcripts required). OR Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Special Provision for In-service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. (Copy of training plan required). Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements. Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. In addition to meeting the above Individual Occupational Requirement (IOR), applicants must also meet the experience directly relevant to this position. You may qualify based on your experience as described below: GS-13 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience using analytical or administrative, or clinical management in the health care field performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities with close working relationships with facility managers; experience analyzing/coordinating of administrative, clinical, or other service activities; experience and knowledge in the following areas: 1) Missions, organizations, programs, and requirements of health care delivery systems; 2) Regulations and standards of various regulatory and credentialing groups; and 3) Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement; extensive knowledge of broad Health Care operations and Community Care policies and procedures; experience performing analytical and evaluative work associated with program activities; experience with short, mid, and long-range planning and programming aspects of the Community Care program; and experience coordinating day to day operations of the VA Community Care providing direction and oversight of service staff. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary but also demands some standing, walking, bending, lifting, and carrying of charts, folders, forms, and miscellaneous supplies to various locations within the medical center for meetings. The incumbent frequently walks to various parts of the health care system including patient care areas.
