You will serve as a PERSONNEL MANAGEMENT SUPPORT SPECIALIST in the CIVILIAN MANPOWER & PAYROLL OFFICE of II MARINE EXPEDITIONARY FORCE.
Duties
You will collect and analyze pertinent organizational data and information.
You will develop statistical and narrative data to justify changes to positions within the organization; as well as, prepare and present briefings.
You will analyze human resources requirements and capabilities for current and projected workloads.
You will track authorized and assigned workforce; keep management informed of workforce authorization issues.
You will perform analytical advisory duties in the management of civilian programs and effectively meet manpower.
You will assist the Civilian Manpower/Payroll Management Officer in the development and tracking of the civilian personnel labor budget.
You will conduct surveys and research projects and provide advisory services on substantive issues of moderate scope and impact to assess the effectiveness of program operations.
You will Prepare, process, and track request for personnel actions association with civilian personnel.
You will Provide advice on procedural guidance to managers and employees on performance management procedures.
You will assist supervisors and management with sensitive issues relating to conduct and/or performance issues by providing guidance and advisory support and referral to Human Resource (HR) representatives.
Requirements
- Must be a US Citizen.
- Must be determined suitable for federal employment.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to sign a mobility agreement to accept relocation to other geographic locations if required by the employer.
Qualifications
FOR THE GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: conducting surveys and research projects to provide advisory services and evaluate the effectiveness of personnel management program operations.
FOR THE GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: collecting and analyzing pertinent organizational data and information to assess the effectiveness and identify shortfalls of personnel management program operations.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
For the GS-11 position:
- A Ph.D. or equivalent doctoral degree; OR
- Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree; OR
- An LL.M. degree in a field directly related to the position being filled; OR
- A combination of experience and graduate education as described above that equates to one year of experience.
For the GS-09 position:
- A Master's or equivalent graduate degree; OR
- Two full years of progressively higher level graduate education leading to a Master's or equivalent degree; OR
- An LL.B. or J.D., in a field directly related to the position being filled; OR
- A combination of experience and graduate education as described above that equates to one year of experience.
