You will serve as a Program Analyst in the Employee Services Section (Code 1102.32), Administrative Services Branch, Administrative Services Division, Executive Support Office, Portsmouth Naval Shipyard, Kittery, ME. This position has promotion potential to the GS-11 grade level. Incumbent may be noncompetitively promoted after meeting all regulatory requirements, and upon the recommendation of management. Promotion is neither implied nor guaranteed.

Duties

You will develop, analyze, evaluate and provide guidance on administrative procedures for leave, awards and/or performance appraisal programs and various other employee service programs. You will provide program guidance and training to supervisors and advise employees on the requirements and application process for leave programs and various other employee service programs. You will provide program guidance and training to supervisors and employees and advise award nominators on the requirements and recommendation process to follow for awards programs and various other employee service programs. You will provide advice to supervisors on the requirements and process to follow for the performance appraisal program and various other employee service programs. You will develop reports and statistics for leave, awards and performance appraisal programs and various other employee service programs and keep employees and managers informed of changes.

Qualifications

SPECIALIZED EXPERIENCE: In order to qualify for this position, your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-05 grade level or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience must demonstrate the following: Experience with program management policies, principles and practices in order to analyze and develop recommendations for improvement in program operations and objectives. Experience analyzing and measuring effectiveness, efficiency and productivity of administrative and technical programs. Experience applying written and oral communications skills to assist with preparing and presenting information and developing and providing program training. Experience using computer software to develop statistical data and reports. SUBSTITUTION OF EDUCATION FOR EXPERIENCE:

Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position: One full year of graduate-level education (18 semester hours) or superior academic achievement in undergraduate degree.

S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership.

1. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
2. Grade-point average (G.P.A.)-- Applicants must have a grade-point average of:
   1. 1. 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or
      2. 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.

Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9.

3. Election to membership in a national scholastic honor society -- Applicants can be considered eligible based on membership in one of the national scholastic honor societies listed by the Association of College Honor Societies (http://www.achsnatl.org/). Agencies considering eligibility based on any society not included in the list must ensure that the honor society meets the minimum requirements of the Association of College Honor Societies. Membership in a freshman honor society cannot be used to meet the requirements of this provision.

COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of graduate-level education and experience may be used to meet the total qualification requirements.
