The primary purpose of this position is to assist with the day to day operations of the Youth Activities Center, School Age Program, Youth Sports and function as a first level supervisor

Duties

DUTY 1: Exercises supervisory personnel management responsibilities at least 25% of the time. Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work. DUTY 2: Assists with managing the day-to-day operations of the Youth Program to ensure compliance with DoD, AF, Council on Accreditation (COA) standards, and local policies and objectives, ensuring all fire, health, and safety standards are maintained. DUTY 3: At the request of the youth director, represents the School Age Program, Youth Center, and Force Support Youth Programs Branch with a variety of installation and functional area organizations. DUTY 4: Assists with the development of NAF and Appropriated Fund budgets including expenditures required to conduct the school age program, youth center and youth sports for each fiscal year to include budget justification for salaries and wages, expendable and non-expendable supplies and equipment, awards, training, and traveling expenses of school age program assistants. DUTY 5: Exercises supervisory personnel management responsibilities in the absence of the Director.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Education Undergraduate and Graduate Education: Major study -- general recreation, or one of the appropriate fields of recreation such as outdoor recreation; recreation and parks leadership; wild land recreation management; natural resources recreation; youth recreation; public, urban, or community recreation; special populations recreation (e.g., senior citizens, institutional, etc.); or physical education. or Experience General Experience (for GS-5 positions): Experience that provided a knowledge of the goals, principles, methods, and techniques of recreation, and an understanding of the interests of individuals or groups. Specialized Experience (for positions above GS-5): Experience that demonstrated the ability to apply the principles of one or more specialty areas of recreation. Examples of qualifying specialized experience include: Planning, organizing, coordinating, supervising, or evaluating community, industrial, outdoor, institutional, or other recreational programs. Planning, establishing, or evaluating a recreational curriculum for junior college or higher academic levels. Instructing in the principles and techniques of recreational program planning and management. Serving in a leadership role in the programs and activities of local, regional, and/or national recreational organizations. SPECIALIZED EXPERIENCE: Applicants must have at least 3 years of general experience, of which at least 1 year of experience is equivalent to at least the next lower broadband NH-01, equivalent to the next lower grade (GS-04) and/or 1 year (52 weeks) of specialized experience at the NH-02 broadband, equivalent to the next lower grade GS-5/7/9 or equivalent in other pay systems. Examples of specialized experience includes Planning, organizing, coordinating, supervising, or evaluating community, industrial, outdoor, institutional, or other recreational programs. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: GS-05/NH-02: 4-year course of study leading to a bachelor's degree. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Combination of experience and education. NOTE: You must submit a copy of your transcripts. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Professional knowledge of youth development, education and recreation principles, concepts, methods and techniques involved in operating large and diversified Youth Activities Program carried out through the Youth Center, sports program and School-Age Programs. 2. Knowledge of applicable regulations and policies to ensure the Youth Program is in compliance with Department of Defense, Air Force, and the Council on Accreditation (COA) and local standards and regulations. These include, but are not limited to, the USDA Food Program, National Fire Protection Association (NFPA), Occupational Safety and Health Administration (OSHA), and Consumer Product Safety Commission (CPSC) Playground Guidelines. Ability to evaluate and monitor compliance with aforementioned requirements. 3. Ability to independently interpret and adapt to policies, guides, procedures, regulations, and precedents and apply them to new and unique situations. 4. Ability to communicate with widely diverse individuals and groups both orally and in writing to prepare and present surveys, reports, proposals, press releases and answer inspection discrepancies 5. Knowledge and skill in effective management of the financial and physical resources of youth programs - APF and NAF to include budgets, financial, and resource management practices and procedures in relation to meeting AF and program goals and objectives. 6. Skill in supervising a subordinate staff. Knowledge of personnel policies, staffing practices, and ability to supervise and mentor staff at all levels of professional development. Uses knowledge of personnel management regulations and procedures required to hire, train, and appraise employees. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
