The primary purpose of this position is to assist with the Fitness Programs Manager, Sports Programs Manager, and Operations Manager in the planning, managing, and administering one of the largest comprehensive year round installation fitness and sports programs in the U.S. Air Force.

Duties

Assist in the planning of program core group exercise classes and enhanced services. Plans, promotes, and directs special events. Accountable for fitness facility inspections, equipment, and supplies inventory. Gatekeeper for staff training. Performs shift leader duties.

  • Must have an Air Force approved primary fitness certification (American College of Sports Medicine, National Strength and Conditioning Association, National Academy of Sports Medicine, National Exercise Trainers Association or similar recommended).
  • Must have CPR/AED/First Aid certification.
  • The work requires the employee to drive a motor vehicle. Incumbent must possess and be able to maintain an appropriate, valid driver's license. An annual driving record check is required.
  • As a requirement to operate a motor vehicle, the incumbent is subject to random testing for drug use TAW AFT 90-508, Attachment 2, Category T, and Type 2: Motor Vehicle Operators.
  • The actual work performed in this position has been reviewed and determined that it does not meet any of the exemption criteria defined in 5 CFR 55l. This position has been designated as nonexempt.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, administrative and management positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Education Undergraduate and Graduate Education: Major study -- general recreation, or one of the appropriate fields of recreation such as outdoor recreation; recreation and parks leadership; wild land recreation management; natural resources recreation; youth recreation; public, urban, or community recreation; special populations recreation (e.g., senior citizens, institutional, etc.); or physical education. or Experience Specialized Experience (for positions above GS-5): Experience that demonstrated the ability to apply the principles of one or more specialty areas of recreation. Examples of qualifying specialized experience include: Planning, organizing, coordinating, supervising, or evaluating community, industrial, outdoor, institutional, or other recreational programs. Planning, establishing, or evaluating a recreational curriculum for junior college or higher academic levels. Instructing in the principles and techniques of recreational program planning and management. Serving in a leadership role in the programs and activities of local, regional, and/or national recreational organizations. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes knowledge of planning, organizing, coordinating, supervising, or evaluating community, industrial, outdoor, institutional, or other recreational programs. Planning, establishing, or evaluating a recreational curriculum for junior college or higher academic levels. Instructing in the principles and techniques of recreational program planning and management. Serving in a leadership role in the programs and activities of local, regional, and/or national recreational organizations. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Education must be from a college or university accredited by an organization approved by the U.S. Department of Education. See http://ope.ed.gov/accreditation/Search.aspx. If using education to meet basic qualification. To qualify based on education in lieu of specialized experience, you must possess:- A bachelor's degree from an accredited educational institution AND meet Superior Academic Achievement (SAA) based on ONE of the following: (1) class standing (upper third standing in graduating class); -OR- (2) grade-point average (2.95 or higher overall or over the last two years of bachelor's degree -or- 3.45 in the major field or over the last two years in the major); -OR-(3) election to membership in a national scholastic honor society. Or At least one full year of graduate level study, or possess a Master's or higher degree in a field that provided the knowledge, skills, and abilities to do the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: Combinations of successfully completed post 4-year course of study leading to a Bachelor's degree and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of mission and function of Air Force Fitness Programs to independently execute continuing fitness projects or programs through the proper application of the principles, concepts and techniques Knowledge of planning, promoting, and organizing instructional fitness programs, group exercise classes and special events. Knowledge of established safety standards and procedures. Knowledge of exercise and fitness equipment to be able to demonstrate the proper use of equipment. Skill in fact-finding, problem analysis, problem resolution, and development of concrete action plans to solve problems. Skill in preparing budgets, program evaluations, and facility administration to manage financial and physical resources for fitness and sports programs. Skill in teaching and communicating effectively with others, both orally and in writing, to promote, answer questions, resolve problems and report on the program. Ability to interpret and apply DOD, Agency, Air Force, Command and local policies/directives. Ability to gather, analyze and present facts, communicate effectively, using tact and courtesy and possesses the ability to plan, organize work, and meet deadlines. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
