The primary purpose of this position is to serve as a first level supervisor, to plan, manage, and administer a comprehensive year round base fitness and sports program and the facilities used in conducting the activities comprising the program at an Air Force installation.

Duties

Exercises supervisory personnel management responsibilities at least 25% of the time. Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work. Oversees a fitness center with Cardiovascular, Selectorized, Free Weight equipment, Aerobic and other Fitness Improvement activities. Represents the Wright Patterson Fitness Program to a variety of installation and functional area organizations. Conducts the acquisition of APF and NAF equipment and supplies, which include the expenditures required to conduct the fitness and sports programs. Determines facility renovation projects and monitors repair and maintenance of existing facilities and equipment. Plans and coordinates all aspects of recurring and non-recurring activities, special events and joint military/ civilian undertakings at the fitness center, to make maximum use of facilities, services and other resources.

  • Required certification through American College of Sports Medicine or other accredited organizations approved by the Department of Air Force
  • This position meets the administrative exemption criteria for the Fair Labor Standards Act (5 CFR 551.206)

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Education Undergraduate and Graduate Education: Major study -- general recreation, or one of the appropriate fields of recreation such as outdoor recreation; recreation and parks leadership; wild land recreation management; natural resources recreation; youth recreation; public, urban, or community recreation; special populations recreation (e.g., senior citizens, institutional, etc.); or physical education. or Experience General Experience (for GS-5 positions): Experience that provided a knowledge of the goals, principles, methods, and techniques of recreation, and an understanding of the interests of individuals or groups. Specialized Experience (for positions above GS-5): Experience that demonstrated the ability to apply the principles of one or more specialty areas of recreation. Examples of qualifying specialized experience include: Planning, organizing, coordinating, supervising, or evaluating community, industrial, outdoor, institutional, or other recreational programs. Planning, establishing, or evaluating a recreational curriculum for junior college or higher academic levels. Instructing in the principles and techniques of recreational program planning and management. Serving in a leadership role in the programs and activities of local, regional, and/or national recreational organizations. SPECIALIZED EXPERIENCE: Applicants must have at least 3 years of general experience, of which at least 1 year of experience is equivalent to at least the next lower broadband NH-01, equivalent to the next lower grade (GS-04) and/or 1 year (52 weeks) of specialized experience at the NH-02 broadband, equivalent to the next lower grade GS-5/7/9 or equivalent in other pay systems. Examples of specialized experience includes Planning, organizing, coordinating, supervising, or evaluating community, industrial, outdoor, institutional, or other recreational programs. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: GS-05/NH-02: 4-year course of study leading to a bachelor's degree. GS-07/NH-02: 1 year of graduate-level education or superior academic achievement. GS-09/NH-02: 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree. GS-11/NH-02: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Combination of experience and education. NOTE: You must submit a copy of your transcripts. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of planning, promoting, organizing, and designing instructional fitness programs. Knowledge of a wide variety of principles, concepts, and techniques of developing total fitness through recreation, nutrition, sports, exercise weight training, and lifetime fitness for all ages. Knowledge gained through relevant experience which enables the employee to competent and independently carry out continuing fitness and wellness, sports programs and leagues, and special events through proper application of the principles, concepts, and techniques of health and fitness to the specific needs of the base community. CPR and First Aid Certification. Extensive knowledge of Air Force Physical readiness programs. Must have and maintain a thorough knowledge of recreation facility operations and possess ability to communicate effectively and confidently both orally and in writing in dealing with personnel and patrons. Program planning and leadership skills to devise and carry out the fitness/athletic programs in order to stimulate and sustain the interest of participants and challenge their participation so that they may benefit from the physical, psychological and social values to be derived from fitness and athletic programs. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
