You will serve as a Contracting Officer Representative (COR) in various technical Departments of the Naval Surface
Warfare Center, Philadelphia Division (NSWCPD) NSWC PHILA DIV.
Duties
You will work with program managers to review and approve of tasking to contractors and participation in contractor's performance reviews.
You will monitor contractor reports and accomplishments.
You will troubleshoot contracting, tasking and funding issues as well as monitor contract reports for consistency and tasking and future tasking.
You will provide administrative and programmatic support.
You will work with others, internal or external to the organization, to assess business issues using policies, precedents, goals, objectives, and guidelines.
You will develop reports utilizing software database programs e.g., Excel and Access, and Web-based applications.
You will perform in accordance with Naval Sea Systems Command Instruction (NAVSEAINST 4200.17G).
You will assist the Contracting Officer in the pre-award and post-award phase.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
For GS-13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Developing and monitoring reports to oversee and analyze program performance, address challenges, and provide management recommendations for financial and technical compliance.
For GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Monitoring reports to analyze programperformance, address challenges, and provide management recommendations for financial and technical compliance.
