The primary purpose of this position is to serve as a command headquarters level logistics management program analyst, that analyzes, evaluates issues, and develops recommendation to resolve substantive problems/issues of effectiveness and efficiency of work operations in a major command program.

Duties

Provides advice and technical assistance in support of logistics management functions, ensuring compliance with legal and regulatory requirements and meets customer needs. Analyzes and evaluates issues and develops recommendation to resolve budget problems/issues of effectiveness and efficiency of work operations. Actively participates in planning to improve direction and focus using applicable planning tools and techniques. Develops and prepares a variety of correspondence and other documents, i.e. formal letters, position papers, reports, staff studies, staff summary packages, briefings, charts, bullet background papers, etc.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Logistics Management Series 0346. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations toward development and/or improvement of critical command plans and programs such as maintenance, PPBS, or similar operations. Knowledge of wide range of logistics mission and functions; concepts and policies of the DoD and management area; general knowledge of aircraft equipment and accessories relative to what is valid/invalid in the repair in order to determine the feasibility of requirements. Knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, including the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Knowledge of the various command entities involved in overall budgetary planning and execution of logistics financial resources. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of logistics management analysis, planning, programming, budgeting, executing and organizational principles essential to develop, validate, approve and coordinate budget requirements for systems, contractor logistics support and cost per flying hour programs. Knowledge of weapon system logistics operations and management theories, principles, and policies. Knowledge of logistics planning and programming analysis, operations, maintenance concepts, and functions Skill in formulating, justifying and/or executing assigned budgets/financial plans. Ability to communicate effectively, both orally and in writing. Ability to gather, assemble, and analyze data to prepare budget estimates, develop alternatives and make recommendations to resolve budget/funding problems. Knowledge of automated data processing software programs and capabilities used to accomplish budget/funding tasks. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
