This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This Program Analyst (FMS) position is assigned to the Program Executive Officer Soldier, Project Manager Soldier Lethality, Product Manager Small Arms Fire Control, located at Fort Belvoir, VA.
Duties
Serve as an International Program Specialist to manage issues concerning various aspects of the release of U.S. Government Controlled Unclassified Information and Classified Military Information to foreign governments and international organizations.
Develop and maintain a continuing disclosure program requiring coordination with internal and external customers to the organization and others in the intelligence and disclosure communities to provide the PEO visibility over internal portfolio.
Manage resources in direct and partial support to the Command’s Security Cooperation and Assistance mission to ensure the FMS resources are accounted for separately from Army appropriations and overall support to different missions.
Monitors execution and reporting of FMS related financial accounts, including FMS-Administrative funds and FMS case funds to DASA (DEC) who has oversight for PEO funding accounts.
Represent the PEO and the U. S. Army at meetings and conferences both Continental United States and Outside Continental United State.
Address aspects of current and future PEO Security Cooperation and Assistance programs with the authority to make program commitments relational to PEO products and services within the guidelines of regulations, policies, and procedures.
Requirements

- One year trial/probationary period may be required.

- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at Practitioner Level in the Acquisition Career Field Program Management within 60 months of entrance on duty.
- Business travel required up to 25% of the time.
- This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
- Selectee must be able to obtain and maintain a Secret security clearance.
- This position requires the incumbent to possess, or obtain and maintain, a valid regular or official U.S. Passport.
- The position requires DoD SC Workforce Certification. The incumbent must complete certification-related training requirements in the SC Area of Concentration within 60 months associated with the position's SCW certification level of Advanced.

Specialized Experience: One year of specialized experience which includes: 1) Analyzing disclosure requirements to ensure information being provided to a foreign country meets exportability criteria; 2) Evaluating foreign requests to properly disclose classified/unclassified information to foreign governments; and, 3) Providing recommendations to internal/external customers by assessing current Foreign Military Sales and export policies to determine impact on mission execution. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02)/GS-11.
