This position is located in Portland, Oregon. Area information: travelportland.com. This position serves as a Legislative Affairs Specialist in the Office of Communications, which reports to the Bureau of Land Management (BLM), Oregon/Washington State Director. The Office of Communications is the Bureau's Oregon/Washington primary point of contact for Congress for providing information and briefings to Members of Congress and their staffs on the spectrum of BLM natural resource issues.

Duties

Conduct analysis of draft legislative proposals to determine impact on BLM policies, programs, and procedures, and formulate proposed administration positions on draft legislative proposals. Review and analyze comments of technical and program experts on proposed legislation, and on Department and other referrals. Develop congressional testimony and related briefing materials for Departmental and BLM witnesses and prepare them for legislative, oversight, and budget hearings. Attend congressional hearings as needed, track legislative activities, and keep management informed of congressional and legislative issues impacting the BLM. Serve as a point of contact in BLM OR/WA with Congressional Committees, Members of Congress, and their staffs, and utilize knowledge of BLM programs and policies in responding to requests. Coordinate and/or conduct briefings for Members of Congress and their staff on BLM issues. Act as BLM OR/WA liaison to Congress on complex and sensitive natural resource issues and ensure Congress is informed timely on developing issues and pertinent facts are conveyed in a logical and legally defensible manner.

Qualifications

In order to qualify, you must meet the experience described below. Your resume must clearly describe your relevant experience. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience for the respective grade level in which you are applying. Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) interpreting land management laws, regulations, policies, and guidelines to administer public lands which include addressing technical issues and discussing the consequences; (2) analyzing legislative or other policy proposals to prepare written analysis describing potential impacts to the agency; (3) producing professional written products, such as congressional testimony, for high level audiences; and (4) preparing briefings or informational meetings on matters of interest to leadership for high-level witnesses in preparation for hearings. Status merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 is required to meet the time-in-grade requirements for the GS-13 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. You will receive credit for all qualifying experience, including volunteer experience. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". A review of your resume and supporting documentation will be made and compared against your responses to the Occupational Questionnaire to determine if you are qualified for this job.
