The primary purpose of this position is to serve as a Budget Analyst at Headquarters Air Force Office of Special Investigations, Resource Requirements Directorate (HQ AFOSI/XR), performing a variety of budget functions involving the formulation, execution, and/or analysis of AFOSI's Criminal, Procurement, Base Level Fraud, and Sexual Assault Felony Investigations. Budget for XR for more than 250 AFOSI units worldwide including the development of execution plans and control of budget authorities.
Duties
Performs budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of a budget with different sources and types of funding, such as direct annual, multi-year, and no-year appropriations; apportionments; allotments; transfer of funds from other agencies; revenue from other federal agency funded operations; and refunds.
Performs budget formulation work involving preparation of detailed analyses of annual and/or multi-year budget estimates for HQ AFOSI/XR, subordinate program managers and applicable field units into a consolidated budget request for AFOSI.
Uses automated budgetary system(s) and computer-generated products in accomplishing budgeting assignments.
Conducts detailed analyses, reviews, and in-depth special studies of budget and/or related information. Independently reviews and assesses the long-term effects of budget guidelines.
Provides technically sound advice, assistance, and guidance on budgeting and related information.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the concepts, principles, practices, laws and regulations of the Federal budget process and the Department of Defense (DoD) planning-programming-budgeting system in order to formulate long-range (multiyear) budgetary plans to support the personnel, equipment, and other logistical costs related specifically to the development of a robust AFOSI budget.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of Air Force budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute the budget for assigned budget accounts for a DoD element working under the executive agency of the Secretary of the Air Force.
Comprehensive knowledge of the commonly used DOD, OMB, and Congressional financial management/budget, regulations, precedents, policies, guides and processes to formulate, justify, and execute the budget for assigned budget accounts.
Knowledge of the mission, roles, functions, organizational structures, and operation of DoD and Air Force organizations to provide command level staff guidance and/or conduct studies to determine manning and skill levels to staff organization's units.
Knowledge of Commanders Resource Integration Systems (CRIS), Automated Budget Interactive Data Environment System (ABIDES) computerized budget system(s), Obligation Adjustment Reporting System (OARS), Defense Enterprise Accounting Management System (DEAMS) and Microsoft Excel, Visual Basic, PowerPoint, and Word software programs.
Ability to gather, assemble, and analyze data to prepare budget estimates, develop alternatives, and make recommendations to resolve budget/funding problems.
Ability to communicate effectively, both orally and in writing, to justify, defend, present, and/or advise on budgetary processes/actions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
