This position is placed in the Office of the Chief Information Officer (OCIO), serving as the Chief for Programs and Execution Division in support of the DCSA OCIO portfolio.

Duties

As a SUPERVISORY BUDGET ANALYST you will be responsible for the following duties: - Expert in financial management business processes to create conditions for successful unification of disparate organizational capability processes into a coherent Planning, Programming, Budgeting, and Execution (PPBE) and Program Objective Memorandum (POM) package in adherence to programming cycle requirements. - Responsible for leading OCIO'S role in all facets of the Planning, Programming, Budgeting and Execution (PPBE), and the Program Objective Memorandum (POM) development for DCSA. - Manage detail priorities, update programming phases and generates a POM funding plan covering a five-year period that considers the examination of alternative strategies, analysis of changing conditions and trends transformation priorities and threat, technology, and economic assessments. - Correlates requirements with program plans to ensure that the needed financial support through a blend of DCSA Working Capital Fund (WCF) and Appropriated Fund (AF) sources are available at the right time and place aligned with the agency's strategic goals and transformation activities. - Develops resource program plans, objectives, and milestones for a wide range of operational improvement and transformation activities. Incumbent aligns resource requests and planning specifications to meet strategic goals and transformation initiatives through the PPBE and POM processes.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GG-14 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Demonstrated experience in all aspects of the Planning, Programming, Budget, and Execution (PPBE), and Program Objective Memorandum (POM) 5-year process. Demonstrated experience as a budget analyst with 10+ years of proven abilities to correlate requirements with program plans to ensure appropriate financial support through a blend of Working Capital Fund (WCF) and Appropriated Fund (AF) accounts aligned with agency priorities. Demonstrated experience on budget programming requirements, management and resource planning, product development and rate setting with the objective of shaping current and future budget programming cycles, requirements, program financial management and financial reports Demonstrated experience in financial business processes, invoicing, acquisitions, rate setting, and performance metrics aligning with Defense Planning Guidance (DPG) to meet mission parameters. Demonstrated experience of government and DoD automated data processing software programs and capabilities used to accomplish budget, funding tasks and interagency transfer of funds. Specifically you will be evaluated on the following competencies: Concepts, Policies and Principles Apply the DoD Planning, Programming, Budgeting and Execution (PPBE), fiscal law, policies, regulations, principles, standards and procedures to financial management activities. Budget Formulation, Justification and Presentation-Manage budget requirements by forecasting, developing and justifying budgets in compliance with statutory/regulatory guidance. Financial Management-Analyze, evaluate and review budget and program issues, and financial data and reports using business tools and applications, cost and economic analysis, and performance metrics to provide recommendations. Customer Support-Anticipates and meets the needs of both internal and external customers. Delivers high-quality products and services; is committed to continuous improvement. Contracting & Procurement-Knowledge of various types of contracts, techniques for contracting or procurement, and contract negotiation and administration.
