The Supervisory Budget Analyst has primary responsibility for the agency's budget execution functions, to include General Fund, Defense Working Capital Fund (DWCF) and civilian pay. As such, he/she provides expert advice, assistance, direction, policy guidance and technical analysis of DCSA budget-related resource management programs, as well as performs all financial resource management functions that relate to the execution phase of DCSA's General Fund and DWCF resourced programs.

Duties

As a SUPERVISORY BUDGET ANALYST you will be responsible for the following duties: - Experience in budget and civilian personnel execution responsible for ensuring adequate funds management. - Protecting the agency by guarding against deficiencies, committing funds, obligating funds through various types of funding or obligating documents. - Comply with fiscal law in the administrative control of funds while supplying financial information and authority to DCSA managers. - Interpret Congressional guidance in the Appropriation Laws in order to meet Congressional intent. - Supervising staff, both government and contractors, on the budget execution team.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-14 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Experience with financial planning, budget execution, formulation and presentation, accounting, manpower and resourcing and business planning; reconciling budget submissions and capturing unfunded requirements (UFR); experience with budget and accounting principles and objectives; Gather, assemble, consolidate and analyze budget report data, draw conclusions and present results; Developing and administering policies and procedures for reviewing, approving, tracking and reporting on reimbursable agreements; Experience in leading a budget execution team. Specifically you will be evaluated on the following competencies: 1. Oral Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately 2. Customer Service: Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Flexibility: Is open to change and new information; adapts behavior or work methods in response to new information, changing conditions, or unexpected obstacles; effectively deals with ambiguity. 4. Concepts, Policies, and Principles of Budget: Apply the DoD Planning, Programming, Budgeting and Execution (PPBE), fiscal law, policies, regulations, principles, standards and procedures to financial management activities. 5. Financial Management Analysis: Analyze, evaluate and review budget and program issues, manpower requirements, financial data, and reports utilizing business tools and applications, cost and economic analysis methodologies, and performance metrics to provide recommended solutions. 6. Budget Execution: Manage budget requirements by allocating, monitoring and analyzing budgets in compliance with DoD and other statutory/regulatory guidance. 7. Leadership: Influences, motivates, and challenges others; adapts leadership styles to a variety of situations.
