The primary purpose of this position is to is to serve as a senior expert in Financial Management to include both budget and cost functions. As the MAJCOM technical authority, provides financial management advice and assistance on complex financial issues in support of all HQ MAJCOM personnel and subordinate units.

Duties

Performs budget formulation work involving preparation of detailed analysis and estimates of funding needs for one or more future budget years Prepares and/or assembles information in support of formal presentations of budgets and requests and reviews before OMB and/or Congressional committees Provides financial advice on complex financial issues; assessments of implementing decision, and develops command-wide programs Provides financial management, technical assistance and support to the AFMC staff in the development of an integrated AFMC-USAF-DOD planning, programming, budgeting, execution and closeout program for the Command's financial resources Evaluates and advises on pending and current Congressional, OMB, DOD, USAF and Comptroller General's decision which affect this Command and recommends courses of action Conducts financial and cost reviews to determine resource requirements based on actual and forecast workload Conducts special studies requested by the Branch Chief to provide guidance, direction or action on established policies, procedures, regulations, or directives Responsible for all aspects of the formulation, development, and, execution of budgets, financial plans, and multi-year programs required to properly fund and meet program resource requirements Conducts special studies requested by the Branch Chief to provide guidance, direction or action on established policies, procedures, regulations, or directives

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes analyzing, recommending solutions, and accomplishing workload for the assigned organizations, objects classes, substantive programs, and support activities. Performing a wide variety of cost and budget review functions, conducting analyses and special studies, and providing reports, database tools, advice, and guidance to field finance offices. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Due to the use of 120 day rosters, applicants within 120 days of completion of the TIG requirement are encouraged to apply. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of structure, programs and work methods of organization (s) for budgeting work. 2. Knowledge of the commonly used agency budget procedures, regulations, precedents, policies, and guides. 3. Comprehensive knowledge of OMB, Congressional, and agency financial management and program objectives, budget precedents and controls, guidelines and regulations. 4. Knowledge of Congressional, agency, and 0MB budget processes, procedures, and requirements to include briefing formats and requirements. 5. Ability to communicate clearly and effectively, both orally and in writing. 6. Ability to select and apply a variety of analytical methods and techniques to budgetary processes and special studies. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
