About the Position: Serves as a contract specialist responsible for pre-award and post-award functions, including negotiations, cost/price analysis, contract administration, and closeout for a variety of supply, service, and/or construction contracts for the National Guard Bureau (NGB).
Duties
Develops various procurement strategies, briefs top management on solicitation and contract problems (both actual and potential) and presents alternative solutions.
Provides assistance and guidance to less experienced contract specialists on the full range of pre-award and post-award matters.
Administers long-term, multi-year, complex contracts for procurements of highly specialized commodities, equipment, and services in support of a wide range of programs, where guidelines are often not directly applicable.
Processes invoices in the wide-area workflow system (WAWF) in a timely and efficient manner.
Monitors subcontracting for compliance with plans. Requests and evaluates proposals. Performs cost and price analyses.
Conducts negotiations concerning cost, price, and contract terms and conditions. Makes award recommendations to higher-level contracting officers.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent to work an uncommon tour of duty shift on evenings, weekends, holidays, or special situations.
- Selectee may be required to obtain a Contracting Officer's Warrant and must be able to meet the requirements stated in the Federal Acquisition Regulation (FAR) and its supplements necessary to obtain a Contracting Officer Warrant.
- This position has a Temporary Duty (TDY) or business travel requirement of up to 10% of the time.
- This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
- The employee must meet the DoDI 5000.66 requirements applicable to the Contracting Career Level Certification within 48 months of appointment
- Employee must be able to obtain and maintain a Secret security clearance.

Basic Requirement for Contract Specialist:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.

Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes 1) administering contracts for procurement of commodities, equipment, and/or services; 2) assisting in the preparation of contractual and procurement documents to include statements of work, acquisition plans/milestones, and source selection plans; 3) monitoring contractor performance to determine compliance with contract terms and conditions; 4) analyzing and evaluating cost and pricing data for acquisitions; and, 5) providing guidance to personnel on procurement and contract matters. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
