You will serve as a Procurement Specialist in the of PERS WASHINGTON.
Duties
You will track contracts and their progress through the procurement lifecycle.
You will develop/present studies, updates, and briefs for Personnel, Manpower, and Training leadership on topics related to the Personnel, Manpower, Education and Training contract efforts.
You will develop, implement and provide training related to acquisition and contracts to include identifying training that currently exists through venues such as the Defense Acquisition University (DAU).
You will assist with pre-award contract documents (e.g., performance work statements, Government Cost Estimates, acquisition strategies, source selection plans, determination and finding, justification and approval of sole source solicitation.)
You will assess potential business performance improvements to promote responsive and efficient delivery of contract services.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying knowledge of contracting methods and contract types in performing long term pre and post-award procurement actions; 2) Performing complex contracting/procuring with a wide variety of contracts (i.e. cost reimbursement, cost-plus fixed fee, fixed price incentive, indefinite-delivery-indefinite-quantity, multiple award contract. Etc.); 3) Reviewing comprehensive documentation (i.e. performance work statements, source selection criteria, quality assurance requirements, terms and conditions) to ensure compliance with contractual policy and procedural requirements; 4) Performing procurement planning (i.e. development of acquisition strategies and objectives, determination of procurement methods, pricing arrangement and contractual vehicle) for successful project completion. Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A. A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees
AND
B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the bachelor's degree or in addition to the degree.)
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.
