Duties
In-Office Requirement:
The U.S. Postal Service, Office of Inspector General values collaboration, teamwork, and effective communication to foster our dynamic working and learning environment. The position adheres to our agency's telework policy to facilitate this and requires an in-office presence of at least two days per pay period. Remote work is not available for this role.
This announcement provides the opportunity for a reassignment/promotion to the position of Contracting Director located in Arlington, VA. The successful candidate will be responsible for managing and directing the contracting team within Mission Support.
This position is being advertised at the Director Band level, equivalent to a GS-15. The salary range for this position is $163,964.00 - $191,900.00. The salary figures include locality pay.

Leads a team of contracting professionals, including contracting officers and contract analysts.
Develops performance measures, best practices, and operating procedures for the contracting team, and measures team performance.
Serves as the technical expert in contracting and procurement, advising senior management on procurement techniques and tools.
Plans, negotiates, leads, and/or administers the complex procurements of goods, systems, or services with specialized and/or state-of-the-art requirements.
Recommends the appropriate contracting vehicle and best-value approach for procurement of goods and services.
Audits or reviews major acquisitions; presents findings and recommends corrective actions and policy or procedure improvements to senior management.
Develops contracting policy and procedures, as well as innovative solutions for procurement with an emphasis on customer service.
Requirements

Qualifications
MINIMUM QUALIFICATIONS
You must meet the minimum qualifications listed below.
Bachelor's Degree from an accredited college or university, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher-level contracting positions, including at least 10 years of experience in contracting and negotiating or related positions.
Previous supervisory or team lead experience.
Must have a current certification as a Contracting Officer at a federal department, agency, or establishment.
Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements to qualify for promotion to a higher grade, unless granted a waiver.
Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of minimum qualifications 1 and 2 above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision-making capabilities, job performance, and qualifying experience. With respect to each waiver granted, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency based on a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.
DESIRABLE QUALIFICATIONS
Knowledge of both Federal Acquisition Regulations and Postal Service Supplying Principles and Practice.
DAWIA Level III or FAC-C Level III Certification OR FAC-C Professional Certification
NCMA Certified Professional Contracts Manager (CPCM) or Certified Federal Contracts Manager (CFCM)
EVALUATION FACTORS
You must have the experience, knowledge and skills as listed in EACH of the evaluation factors. Failure to demonstrate that you meet all of the evaluation factor requirements as listed below will result in a score of zero (0); an ineligible status, and you will not be referred for further consideration. Include your major accomplishments relevant to the position requirements in your resume.
Knowledge of, and experience with, the Federal Acquisition Regulations Postal Service Supplying Principles and Practices, and/or other federal acquisition policies, processes, and procedures.
Extensive experience issuing orders from GSA schedules, GSA IDIQs, and NASA SEWP.
Superior customer service skills, including the ability to work with a team to develop and maintain effective working relationships with internal and external stakeholders.
Demonstrated experience developing creative solutions or innovations to create efficiencies in work processes.
Ability to communicate effectively both orally and in writing.
You will no longer be considered for this position if you receive a zero (0) rating on any evaluation factor.
Failure to demonstrate that you meet all evaluation factor requirements will result in a score of zero (0). Upon receipt of a zero score, you will be deemed "not minimally qualified," and you will not be referred for further consideration.
