The mission of the Defense POW/MIA Accounting Agency (DPAA) is to research, investigate, recover, and identify remains of DoD personnel unaccounted for from World War II, the Korean War, the Vietnam War, the Cold War, the Iraq conflicts and the Persian Gulf War, and to disseminate appropriate information on the status of missing persons from past conflicts to authorized family members. The DPAA Director, (SES-III) reports to the Under Secretary of Defense for Policy (USD(P).
Duties
Incumbent typical work assignments may include the following:
Serves as the Head of the Acquisition Directorate, providing oversight of all the Agency's exceptionally diverse contracts, grants, cooperative agreements and other acquisition functions that enable effective global operations.
Directs and manages the full spectrum of negotiations, award, modification, management, administration and termination of contracts, grants, and cooperative agreements.
Reviews negotiation and acquisitions strategies on major procurement or assistance awards (to carry out a public purpose of support) and provides direction and guidance on a wide variety of contracts, grants, and cooperative agreements.
Develops, implements, and manages the Agency's acquisitions, grants and cooperative agreements programs and the staff responsible to ensure all of these programs are executed by properly appointed contracting and grants officers and comply with applicable laws, regulations and policy.
Assists subordinates in identifying areas where changes are required to achieve improved performance, and more effective use of resources.
Applies contracting, grants and cooperative agreements and other procurement expertise to personally perform and/or assist with the most complex and critical technical and/or program-related assignments.
Chairs the Contracts, Grants, Cooperative Agreements and Support Agreements Review Board, as well as the Requirements Review Board.
Develops cooperative agreements and other procurement operations.
As the Agency Program Coordinator, provides oversight of the Agency's GPC program.
Requirements

- Incumbent may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or overtime
- Incumbent must be able to obtain and maintain a US Government passport and be willing to travel domestically and internationally
- Incumbent must be and remain a member of the Acquisition Professional Community
- Within 30-days of employment the incumbent must obtain and maintain unlimited Contracts and Grants Warrant.
- This is a Defense Acquisition Workforce position. The incumbent must meet the DoDI 5000.66 requirements applicable to the Career Category/Functional Area and the Career Level Certification assigned on the sequenced position in the PD/PRD
- Position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category time frames.

The Contracting Series, 1102 has a Department of Defense (DoD) Individual Qualification Standard
BASIC REQUIREMENT:
Degree: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirements listed above apply ONLY to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are exempt from meeting this requirement (A SF-50 must be provided to show applicant is a current 1102 and has been in this series since October 1, 2000 if using this exception). Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 on or before September 30, 2000 are also exempt from meeting this requirement.
In addition to the BASIC REQUIREMENT listed above, you must also meet the specialized experience requirement listed below.
You may qualify at the GS-15 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-14v grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your experience in:
(1) Overseeing contract and acquisition principles, policies, and procedures to execute an Agency's contract and procurement functions;
(2) Managing contract grants, acquisitions, and cooperative agreements and other acquisition functions that effective global operations;
(3) Overseeing an Agency's full range of supervisory responsibilities to include developing performance standards and evaluating work performance of subordinates; AND
(4) Managing negotiations to conduct contract and grant negotiations with various officials (e.g., high level business officials, scientific officials, partnership institution officials and federal government officials).

BASIC QUALIFICATION REQUIREMENTS FOR CONTRACTING OFFICER POSITIONS:
In addition to meeting education requirement as well as the requirements above, applicant must have:
1) Have two years of experience in contracting positions; and
2) Have completed all contracting courses required for contracting officer for positions at level and grade at which the person is serving. Certification at this level is sufficient to meet this standard.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
ACTIVE DUTY SERVICE MEMBERS: The VOW Act Chapter 21 of Title 5, United States Code (U.S.C.), Section 2108a, requires Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, at the time they apply for a Federal job, a "certification" of active service in lieu of a DD-214, assuming the service member is otherwise eligible. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. The service member's military service dates are necessary in order to determine whether he or she meets the definition of "veteran" under 5 U.S.C. 2108(1). The "certification" must reflect the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date of submission. The "certification" must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD-214 or other appropriate documentation. Your preference and/or appointment eligibility will be verified prior to appointment. Active duty members that fail to provide a valid "certification" of service with their initial application will be found "not eligible." Military members may be appointed before the effective date of their military retirement/separation if member is on terminal leave.
