Duties

Enter personnel actions into the HR systems, such as classification review, recruitment, awards, reassignments, onboarding, and details, and follows up with Defense Health Agency (DHA) to verify requests process in a timely manner. Manage manpower documents and coordinate with the resource management office for implementation of any updates. Serve as the primary point of contact for employee, supervisory, and management inquires pertaining to interpretation and implementation of Civilian Personnel Management Programs. Serve as liaison in dealing with local Union Officials and Labor Management Employee Relations Specialists on employee conduct and performance issues or preparing changes in working conditions. Prepare incentive packets, provide technical advice and assistance in various phases of the program to all levels of management, including planning, training, marketing, and implementation of the incentive program. Provide training, guidance, assistance, and serves as the resident expert in addressing questions regarding the implementation of this program and communicates major issues, program goals, and pay processes to guide others. Plan and conduct formal and informal studies of the organization and the services it provides by assessing the efficiency and effectiveness of program operations. Develop new methods or approaches to assess or communicate performance measurements as it relates to productivity.

Specialized Experience: One year of specialized experience which includes: 1) advising on personnel policies; 2) monitoring personnel actions, such as input and/or status verification; 3) preparing reports and/or analysis of workforce data. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09) OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Management, or other related program of study. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementHuman Capital ManagementPersonnel and Human ResourcesPlanning and Evaluating Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
