This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: PEO IEW&S provides critical capabilities for Soldiers by providing high quality solutions to meet times sensitive requirements or more deliberate support as needed by our wide range of customers. This position is located at Aberdeen Proving Grounds, MD.
Duties
Performs analysis, evaluation and oversight of all aspects of the planning, programming, budgeting and execution of major Project Management (PM) programs.
Provides financial advisory services for a major segment of the PEO/PM budget for one or more funding lines or type of funds.
Represents the organization at meetings and briefings regarding assigned programs and projects. Also prepares material and conducts meetings and briefings.
Establishes schedules for planning, coordination and accomplishment of work to facilitate the acquisition and/or work process.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One-year trial period may be required.
- You will be required to provide proof of U.S. Citizenship.
- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at Level II (Practitioner) in the Acquisition Career Field (Business Financial Management and Cost Estimating) within 60 months of entrance on duty.
- This position requires Financial Management Level 2 certified position must be able to obtain certification within 24 months of appointment.
- This is a Term position intended to last two years.
- You must be able to obtain and maintain a Secret security clearance.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: 1) planning the budget and funding for the use in multi-year and long-range programs; 2) preparing budget related documents for acquisition programs; 3) preparing financial documents to track the status for overall program resource execution; 4) providing impact statements to defend existing resources to senior leadership.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/GS-11).
