The Health Administration Specialist of the Day (HOD) is located within the Business Office positioned in the Emergency Department (ED).

Duties

The Health Administration Specialist of the Day (HOD) will perform duties and assignments that include (but are not limited to): Provides technical guidance necessary to meet procedural, legal, and administrative requirements relating to the care and treatment of patients. Must be able to work independently with multiple tasks at the same time. Ability to build strong working relationships across the health care system and perform a full range of duties to assist clinical and administrative staff. Uses judgment in selecting and interpreting the appropriate guidelines, references, or procedures for direct application to a variety of situations or in making deviations to accommodate immediate situations. Provides 24-hour coverage, seven days a week, including days, nights, weekends and holidays. Employee works alone during off tours. Employees are prepared to stay and work the next shift due to last minute call-ins for illness and emergencies. The HOD is responsible for the administrative processes for Veterans and beneficiaries applying for medical services. Provides compassionate ad sympathetic explanation of death and burial benefits to family and next of kin. Ability to interact effectively with a variety of individuals from diverse social and economic backgrounds with tact and diplomacy. Ability to present self in a professional manner and to create a positive impression as management's representative. Ability to analyze complex problems or situations with a range of variables. The HOD resolves most conflicts arising during the assigned tour of duty, coordinates work with others as necessary, and does so with minimal supervision. The HOD represents the Medical Center Director's in all administrative matters occurring when assigned to other than a normal tour of duty. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/08/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify GS-7 based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Basic knowledge of medical center organization, functions, specialties, and programs; Experience locating and interpreting regulations from a wide range of sources; Reviewing data and information for trends; Communicating factual and procedural information clearly, orally and in writing; Gathering and analyzing basic facts and draw conclusions. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have One (1) full year of successfully completed graduate level education that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. or Superior Academic Achievement (SAA). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience at the next lower grade (GS-5) and education beyond a bachelor's degree to qualify for the GS-07 level. You may qualify GS-9 based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience using a wide range of medical center administrative concepts, principals, and practices; Provide technical guidance necessary to meet procedural, legal, and administrative requirements relating to the care and treatment of patients; Reviewing data and information for trends, problem areas, and makes recommendations to management to resolve issues; Interpreting rules, regulations, policies, and procedures to make sound decisions; and Identify and analyze complex problems or situations with a range of variables. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have have successfully completed two (2) years of progressively higher-level graduate education or masters or equivalent graduate degree or LL.B. or J.D., in a related field of the position to be filled. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience at the next lower grade (GS-7) and education beyond bachelor's degree to qualify for the GS-09 level. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work requires much walking through the medical center with occasionally the requirement to lift objects such as suitcases, clothing, or medical charts.
