About the Position: Recruiting for a Program Analyst, NH-0343-03, position at the JPEO-CBRND Headquarters. Selectee will be assigned to the Chief of Acquisition and Analytics. This is a Term position intended to last 13 Months. Term appointments may be extended up to a maximum of six years and may be made permanent without further competition.

Duties

Responsible for the development, analyses, and staffing of critical program/project acquisition documentation. Supports the planning and execution of programs to produce effective and affordable material solutions or information systems to include support of post-production systems, as well as obsolescence management, modernization/ modification, and sustainment engineering. Provides analysis by providing program analyses, the status of materiel release actions, preparing and reviewing related program documents, correspondence, and creating various staff reports and briefings. Prepares and presents a critical analysis and independent assessments of acquisition program status to senior leadership. Conducts program analysis consistent with the regulatory operation of the DoD Acquisition System as stipulated in DoDD 5000.01, DoDI 5000.02, and DoD and Army Acquisition Executive Directives. Performs staff coordination, helps formulate staff assessments of program/portfolio health and provides recommendations to senior staff members and JPEO-CBRND Leadership. Offers solid technical recommendations and assistance on milestone reviews and acquisition program documentation.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period may be required.

  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectees must meet position requirements for Practitioner certification Level in the Acquisition Career Field Program Management within 60 months of entrance on duty.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

Who May Apply: US Citizens The JPEO-CBRND exists to manage our nation's investments in Chemical, Biological, Radiological, and Nuclear (CBRN) defense equipment. Our headquarters is located at Aberdeen Proving Ground, MD, but we have offices across the United States. There are six unique directorates within JPEO-CBRND, which manage the acquisition of CBRN equipment as an enabler to achieving the National Security Strategy and supporting the U.S. Armed Forces: Sensors, Medical, Protection, Integration, Enabling Biotechnologies, and Special Operations Forces. The NH-03 band encompasses grades 12 and 13 under the General Schedule (GS) system. In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify for the NH-03 pay band (GS--12/13 equivalent) position, applicants must possess at least one year of specialized experience at the next lower pay band of NH-02, equivalent GS-11 which includes: 1) Applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of organizational operations.; 2) identifying problems and develop innovative solutions; 3) execute mission command projects and/or studies within established time and resource constraints and 4) provide acquisition and management support for the development, analyses, and staffing of critical program/project acquisition documentation. You will be evaluated on the basis of your level of competency in the following areas: Oral Communication Project Management Written Communication Acquisition Strategy
