Duties
Ensures the facility's Biosurety program remains in compliance with all Federal, State and service regulations.
Provide support to the Select Agent Managers and the Biological Personnel Reliability Program (BPRP) Manager.
Develops prudent practices and policies and coordinate the implementation of these policies for customers within the supported facilities, perform inspections and inventories to comply with regulatory guidance and accountability procedures.
Familiarity with regulatory compliance, risk management, systems safety management, biological safety, and safety and occupational health.
May serve as Certifying Official for personnel in the Biological Personnel Reliability Program.
Assist in determining BPRP suitability, reliability, and ensure that individuals are qualified, trained and proficient to being assigned to BPRP duties and continuously evaluate and monitor personnel assigned in BPRP positions.
Provide day-to-day administrative support as a BPRP Monitor to Surety Officer and Certifying Officials to ensure that all aspects of the BPRP are carried out in accordance with applicable regulatory requirements and local policies and procedures.
Privacy Act considerations according to provisions of the Privacy Act of 1974 apply and the Health Insurance Portability and Accountability Act (HIPAA).
All personnel being considered assignment to the BPRP must grant authority for release of information and records to allow the incumbent and other authorized officials to review medical, personnel, and security files.
Use a working knowledge of the AR 190-17, AR 190-51, DODI 5210.88 and related policy guidance to administer the day-to-day functions of the BPRP.
Coordinate and disseminate BPRP information, indoctrinating and training BPRP personnel on program objectives and procedures, and conducting staff assistance visits to all subordinate units.

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain Secret Security Clearance.
Qualifications
USAMRIID is participating in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DJ-03 payband is equivalent to the GS-11 step 1 to GS-12 step 10 level. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this payband equivalent, will not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the payband will be accomplished through the pay for performance management system.

SPECIALIZED EXPERIENCE: One year of specialized experience in the same or similar work equivalent to at least the next lower level (GS-10 equivalent) requiring application of the knowledge, skills, and abilities of the position being filled. Candidates for this position must clearly demonstrate in their resume that they possess experience in establishing, implementing, managing, and maintaining a Biological Surety Program within an organization to include assuring compliance with all Federal, State and Service Regulations.

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
