This position is located in Upper Colorado Basin Region, Provo Area Office, in the Field Engineering Division. This position is open to Bureau of Reclamation current permanent employees in the Pleasant Grove, UT local commuting area and employees that meet Land Management Authority. Duty Location: Pleasant Grove, Utah

Duties

Operate heavy engineering equipment, including D-6 Caterpillar tractors and 10-wheeled dump trucks, on flat, rolling terrain where fine grades are not required. Operate graders to pull and shape road shoulders and heavy equipment to move and compact earth material to achieve fine graded slopes, inclines, ramps, and curves. Handle and maintain equipment and tools to ensure they are not misplaced or damaged. Adjust attachments to various types of equipment for proper level, angle, or depth, according to the work to be done and equipment being used. Read and interpret blueprints, plans, and drawings for construction and maintenance. Operate equipment in a safe manner, in compliance with state and federal regulations. Possess good hand, foot, and eye coordination in order to handle different types of controls at the same time. Understand ICC rules and regulations, state, Federal, and local laws pertinent to transportations of heavy equipment.

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-5700, Transportation/Mobile Equipment Operation Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is the ability to perform the duties of an Engineering Equipment Operator WG-5716-11 without more than the normal supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies must have experience or training in the following: 1) operating a variety of heavy mobile equipment, tractors, trucks; used for hauling equipment, moving, and compacting earth material. 2) adjusting attachments to various types of equipment for proper level, angle, or depth. 3) following established safety procedures to avoid injury and damage to equipment or property. 4) reading and/or interpreting specifications or drawings provided by engineers. You must clearly identify the duties and responsibilities in each position held. Physical Effort: Heavy physical effort is used by the operator in constantly reaching, bending, turning, and moving hands, arms, feet, and legs to handle different sets of controls to operate the equipment and attachments. Considerable strain is caused by the constant vibration of the equipment and the jerking and jolting from operating over rough surfaces. Work Environment: Project sites are located in numerous locations in Utah, Wyoming, Nevada, California, Colorado, and other Western states. Work is performed in all types of weather, on hills, slopes, grades, rolling surfaces, and forested areas. The operator is exposed to hazardous work environments, on construction sites involving extremely difficult terrain, ever-changing weather conditions, and constantly moving heavy equipment. Some projects are in remote locations with limited access (roadless wilderness areas) that can only be accessed by horseback. Work is often performed in cooperation with other agencies with unknown levels of experience and expertise, presenting unpredictable working hazards. This position requires extensive shift work, including long hours, with the standard shift being 10 days in length. Out-of- town travel will be required, approximately 95 percent of the time, in a variety of conditions and in some remote areas. Work schedule will consist of 10 consecutive workdays of 10-hour shifts, with 4 consecutive days off. On certain projects there will be variable travel (in or out-of-town) with a work schedule of 5 consecutive workdays of 8 to 10 hour shifts, with 2 consecutive days off.

Education

There is no substitution of education for experience for Wage Grade (WG) positions.
