This position serves as the Environmental Planning Infrastructure Branch Head Supervisor (EV21) at Naval Facilities Engineering Command Pacific. The position is responsible for supervising a staff of nine professional environmental planning personnel responsible for preparing environmental planning documents, and associated consultations and permits, for supported US Navy and Department of Defense (DoD) commands.

Duties

You will perform supervisory duties and responsibilities. You will provide subject matter expertise for environmental planning products and services supported Navy, Marine Corps and other DoD commands. You will coordinate complex projects with multi-disciplinary staffs within NAVFAC Pacific and with supported commands. provide subject matter expertise in principle environmental legislation and DoD policy (National Environmental Policy Act (NEPA), Endangered Species Act (ESA), National Historic Preservation Act, Clean Water Act) and other environmental laws. You will provide environmental planning related technical guidance to ensure environmental strategies lead to successful execution of military construction projects and military training. You will maintain familiarity with developments in the scientific fields that support environmental planning and consultation efforts. You will manage the financial budget for work executed by the EV21 Branch. You will balance workload and assign work to EV21 Branch staff.

Qualifications

This position has a Selective Placement Factor for the Environmental Engineer (0819 series) that will be used to screen out ineligible candidates. The Selective Placement Factor is: You must currently be a licensed Professional Engineer (PE) in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. NOTE: You must submit a copy of your current license with your application package. Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-12) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Recognized authority on environmental planning and the National Environmental Policy Act (NEPA). Knowledge of agency regulations, policies and procedures that govern NEPA for the US Navy, Marine Corps and Department of Defense. Ability to modify or adapt established practices and procedures, and prepare and manage the preparation of legally and procedurally adequate NEPA documents. Mastery knowledge of a wide range of theories, principles, concepts, practices, standards and methods of natural resources management, biological and physical sciences and cultural resources in managing the NEPA program. Knowledge and experience in environmental permitting, and federal and state environmental resource agency consultations. Ability to clearly articulate complex concepts, policies and plans to senior leadership, the chain of command, and other stakeholders including environmental regulators, political and community leaders, and the public. Education

Applicants for the Environmental Engineer (0819) must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

OR

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). OR

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

A. You have a degree in biological sciences, agriculture, natural resource management, chemistry, or a related discipline appropriate to this position.

B. You have a combination of education and experience in one of the above majors that includes at least 24 semester hours in biological sciences, agriculture, natural resource management, chemistry, or a discipline related to this position plus appropriate experience or additional education. The quality of the combination of education and experience demonstrates that you possess the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four year course of study with a major as described above.

A. You have successfully completed a bachelor's degree or higher in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
