Duties

You will review and evaluate existing and emerging Science and Technology concepts. You will coordinate and collaborate with members of the NR and DE, Indo-Pacific regional DoD and international partners, industry, other government agencies and academia. You will support reviews and provide FIWCPAC's prioritized ranking of technology initiatives. Please see below the Qualifications and Requirements section for more information.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

This position is for The Office of Naval Research Global (ONR Global) Science Advisor assigned to the Commander, U.S. Fleet Information Warfare Command Pacific (FIWCPAC). The Office of Naval Research Global places senior university, naval laboratory, or warfare center personnel within operational commands as Science Advisors. The positions are filled on a three-year, temporary basis. The Science Advisor (SA) assists and advises the host command in the identification of technical solutions that address capability shortfalls that have a critical impact on combat readiness. The Science Advisors also serve as the primary interface between the operational command and the Naval Research Enterprise (NRE) and the Naval Research and Development Establishment (NR&DE), which includes ONR, Naval laboratories, and warfare centers. This position will include a high degree of engagement and interaction with Naval Research Laboratory (NRL) and ONR Command, Control, Computing, Communications, Cyber, Intelligence, Surveillance, Reconnaissance and Targeting (C5ISRT) Department (Code 31). These positions are interdisciplinary positions at the GS-15 (or pay band equivalent) that may be filled in any of the following series: 0401- Biological Sciences; 0801-Engineering; 1301-Physical Sciences; 1515-Operations Research; 1520-Mathematics; 1550-Computer Science. In order to qualify for this position, your resume must provide sufficient experience, knowledge, skills, and abilities to perform the duties of the specific position for which you are being considered. Your resume is the key means we have for evaluating your skills, knowledge, and abilities as they relate to this position. Therefore, we encourage you to be clear and specific when describing your experience. Top candidates have experience with senior-level briefings and negotiations concerning prioritization of technological requirements. In addition to the Basic Requirements for this position (see the Education section), your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GS-14) or demonstration project level in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the position being filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Specialized experience must demonstrate the following: demonstrated experience with a broad spectrum of warfare areas or systems. This may have been gained through operational Research and Development (R&D), or acquisition program experience. GS candidates must meet time-in-grade (TIG) (generally, one year at the next lower grade). Demonstration project candidates may be required to meet time-in level based on the demonstration project to which they belong (for most Science and Technology Reinvention Laboratories (STRLs) this is one year at the next lower pay band). Pay setting is handled by the home activity based on the home activity's pay setting rules. This position requires a TOP SECRET (TS) SENSITIVE COMPARTMENTED INFORMATION (SCI) security clearance. If the candidate holds a lower level clearance when selected, they must be eligible for interim TS clearance at time of appointment. With host command approval, the candidate may check into their host commands and work at the lower security level until their TS SCI clearance has been fully adjudicated. Prior to reporting for duty, the Servicing Organization will forward the Appointee's current security level (via a DISS, SMO Code N000144, POC: Security Manager) to the Requesting Organization's Security Office, care of the Requesting Organization's Personnel Security Specialist. In the event any additional security investigations are needed, the Servicing Organization will be responsible for the cost. The Servicing Organization will hold the security certification authority on behalf of the Appointee during this temporary assignment. However, the Requesting Organization and/or the Host Command have the authority to certify access to other agencies, organizations, and tickets. Successful completion of a pre-employment drug test is required. A tentative offer of employment will be rescinded if the applicant fails to report to the scheduled drug test appointment. Incumbents of drug testing designated positions will be subject to random testing. Please Note: Marijuana is a Schedule I drug under the Controlled Substances Act and therefore use of marijuana is illegal under Federal law regardless of State laws. A positive drug test result for marijuana (or any other drug tested for) will result in withdrawal of the tentative job offer and ineligibility to apply for a position within the Department of Defense for 6 months from the date of the drug test.
