This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid-Atlantic Health Care Network (VISN 6), in the Durham VA Healthcare System (VAHCS). The Administrative Officer position is responsible for the administrative management of the assigned Medical Sub-Specialties Service Line(s) with final authority resting with the Senior Administrative Officer (AO) for Medicine Service.
Duties
Major duties include but not limited to:
Administrative Management (40%)
Manages and coordinates all administrative functions of the Assigned Medical Sub-Specialties Service Line(s).
Responsible for developing both long and short-range policies for the organization by coordinating the medical administration needs of the Service Line(s).
Provides formularized planning and direction.
Responsible for the development of and implementation of policies and procedures for Assigned Medical Sub-Specialties.
Analyzes service needs and develops budget projections with justifications for review and approval.
Personnel Administration and Management Work (30%)
Discusses, investigates, and responds to employee grievances and dissatisfactions in order to resolve conflicts.
Incumbent represents management at labor management meetings, provides information, and resolves conflicts &/or problems that may arise and assures management officials are familiar with the negotiated agreement.
Acts as a liaison with the HR office concerning personnel related matters relating to assigned Medical Sub-Specialties.
Coordinates and participates in disciplinary actions and responds to appeals and grievances.
Assists Medicine Leadership and staff in projecting staffing needs, writing position descriptions, developing job analyses, preparing performance plans and appraisals and drafting disciplinary and adverse actions.
Accreditation and Program Administration (10%)
Provides for administration of reporting, evaluation and fee requirements associated with the accreditation of the organization.
Monitors and conducts audits to ensure compliance with Part-time Physician Time & Attendance, medical record documentation and Resident Supervision requirements.
Manage utilization program for assigned Medical Sub-Specialties exercising systems redesign principles to ensure efficient workflow.
Serves as a liaison with the Compliance, HAS, IT and Privacy offices to ensure service compliance with VA and department policies.
Training and Education (10%)
Participates in the training and education of assigned Medical Sub-Specialties staff to assure that all VHA guidelines for education requirements, available educational opportunities, and other projects or training requirements are met. Duties specific to this task include: Reviews the effectiveness of internal training and communications by meeting with employees and assists in providing for continued training of and improved communications with staff. Conducts or arranges training, special indoctrination, fire and safety orientation, basic personnel orientation, etc.
Supervision (10%)
Supervises all assigned Medical Sub-Specialties program support assistants, specialist, analyst, and technical supervisors.
Responsible for work assignments, determining priorities, leave approval, counseling/disciplinary actions, and training needs.
Performs other related duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday-Friday, 7:30am-4:30pm
Telework: Ad-hoc at the Supervisor's discretion

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/11/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Specialized Experience for GS-09: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: information management, resource and operational management, clinical practice management and administrative process and policy expertise.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. (Transcripts required).
OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond one full year of graduate education. (Transcripts required).
Specialized Experience for GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience with the acquisition of supplies, equipment and services. Preparing spreadsheets, tracking and presenting data obtained from various VA applications. Identifying issues, analyzing trends and proposing solutions. Project development and prioritizing tasks based on the needs of the organization

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a graduate education in excess of 18 semester hours.(Transcripts required)

Physical Requirements: The work is typically performed in an adequately lighted and climate controlled office. May require occasional travel.
