This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a Management Analyst responsible for the Outreach Program.

Duties

Conducts management studies and research on a variety of outreach activities such as outreach events, education studies and other outreach projects. Examines programs/functional areas for consonance with accepted management doctrines and assigned mission, functions, and workload. Develops policy and program material which constitutes command directive and guidance. Participate in Outreach activities and events to ensure successful outcomes.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
• One year trial/probationary period may be required.
• You will be required to provide proof of U.S. Citizenship.
• Must submit a Financial Disclosure (OGE-450) upon entry into position and annually thereafter.
• Secret Security Clearance is required.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. One year of specialized experience equivalent to the next lower grade or band is required. It is defined as one year of specialized experience equivalent to the NH-02 pay band (GS-11 equivalent or higher) in the Federal Service, which includes the following:1) Participating in outreach activities linked to recruitment and command strategic needs (e.g., statistical data, educational analysis); 2) Leading projects to accomplish outreach events and collaborates with others on the team and other resources to ensure that the projects are successful; and 3) Building a local network of collaborative partnerships with educational institutions and civic/community organizations to effectively implement the outreach programs.

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
