About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W4GKAA HQ JOINT SPECIAL OPERATIONS COMMAND. This position is located on historic Fort Liberty in Fayetteville, NC. Fort Liberty is the home of the national premiere Special Operations and Airborne Forces.

Duties

Serves as the Deputy Chief for a Joint Intelligence Center (JIC) and the primary analytical advisor to the JIC Chief. Supervises, trains, and advises assigned civilian and military personnel. Performs the full range of personnel and administrative management responsibilities. Prepares performance plans and evaluations and counsels subordinates as required. Prioritizes taskings and responsibilities for five JIC divisions. Manages the day-to-day production and analytical requirements of the JIC.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • DRUG TESTING: IAW change 3 to AR-600-85, Alcohol and Drug Abuse Prevention and Control Program, this position is subject to a pre-employment urinalysis screening, and random testing thereafter. See the Additional Information section.
  • SECURITY CLEARANCE: This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance with Sensitive Compartmented Information SCI access for the duration of employment.
  • DEPLOYABLE: This position is Deployable and is expected to travel OCONUS on a regular, rotating basis and/or on short notice. A physical is REQUIRED as a condition of employment prior to EOD. See the Additional Information section.
  • SHORT NOTICE RECALL: May be subjected to short notice recall. Must reside within 50-mile radius of duty location.
  • POLYGRAPH TESTING: Must be willing to submit to Counterintelligence Polygraph if required.
  • May be required to apply for Staff-Like-Access (SLA) in order to perform temporary duty with Other Government Agencies.
  • TDY: This position may require Temporary Duty (TDY) 30 days or less travel to various locations approximately 30% of the time.

Experience conducting program management or oversight of an intelligence activity or operation. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-13). Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data. You will be evaluated on the basis of your level of competency in the following areas: Intelligence Staff ManagementManages Human ResourcesPartnering NOTE: Some federal jobs allow you to substitute your education for the required experience in order to qualify.
