This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DHA for Certain Competitive Service Positions to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The incumbent serves as a Logistics Management Specialist for HQ Communication Electronics Command, Integrated Logistics Support Center, Communication Security Logistics Activity, Cryptographic Key Division (LHB), Fort Huachuca, AZ.
Duties
Member of a multi-disciplined team involved with Integrated Logistics Support (ILS) and management of current and emerging Communications Security (COMSEC) systems, Electronic Key Management System (EKMS), and Key Management Infrastructure (KMI).
May serve as project leader for one or more major COMSEC equipment/key management programs such as the EKMS and the KMI.
Develops, acquires, tests, and deploys assign key management plans and/or systems.
Distributes and balances workload in accordance with established workflow or job specialization.
Provides training to new employees and trainees.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance, or access, for duration of employment.
- This position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position requires Temporary Duty (TDY) travel up to 10% of the time.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes: One year of specialized experience which includes: 1) Utilize one or more major COMSEC equipment/key management programs such as the Electronic Key Management System (EKMS) and the Key Management Infrastructure (KMI) requiring a high degree of attention and coordination working issues that are technically complex; AND 2) Execute initiative and resourcefulness in researching and implementing new methods and procedures for enabling COMSEC key material processes in both current and emerging systems; AND 3) Provide required logistics management functions for one or more stages of the COMSEC equipment/key life cycle. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Logistics Management, Supply Chain Management, Distribution Planning, or Business Logistics.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.You will be evaluated on the basis of your level of competency in the following areas:
