You will serve as a Management Analyst in the Director Maritime Headquarters, Total Fleet Force Manpower and Personnel, Fleet Manpower of COMMANDER US PACIFIC FLEET.

Duties
You will develop manpower related projects/studies as required with products communicated to Total Force Manpower and upper management.
You will manage total force manpower for the U.S. Pacific Fleet and subordinate activities in response to changes in operational/staffing requirements.
You will coordinate with stakeholders to ensure requirements determinations support U.S. Pacific Fleet operational needs.
You will serve as the subject matter expert regarding the conduct and content of manpower studies and documents.
You will develop and validate Billet Change Requests (BCR) and manpower changes in the Total Workforce Manpower Management System (TFMMS).
You will prioritize and complete multiple tasks across a wide range of routine and emergent responsibilities while working quickly and under pressure to deliver a high quality product that requires little to no rework.
You will utilize a thorough understanding of general military knowledge including, but not limited to: military terminology, military rank/ranking structures, military abbreviations/acronyms and military organizational structure.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: planning, scheduling and conducting manpower utilization studies; analyzing statistical data to maintain optimal manning levels; and developing methodologies for manpower management improvements.
GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-9 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: conducting qualitative and quantitative analyses to access effectiveness and recommend improvements for a manpower management program.

For GS-11:
Successful completion of Ph.D. or equivalent doctoral degree, OR;
Successful completion of 3 full years of progressively higher level graduate education leading to such a degree, OR;
Successful completion of LL.M., if related OR;
A combination of experience and graduate education as described above that equates to one year of experience.
