This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the Department of Defense (DOD) Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is located within the U.S. Army Installation Management Command, Directorate of Public Works, Operation and Maintenance Division, at Fort Leonard Wood, Missouri.
Duties
Plan complete projects involving maintenance and construction of structures.
Assess the specific requirements of a project to recommend effective and efficient method for completion.
Assess maintenance and repair alternatives.
Perform review of detailed estimates and specifications submitted by contractor.
Perform coordination actions with contractors for projects.
Provide data and technical assistance to contracting personnel.
Prepare input for the amendment or modification of contracts, as requested and required.
Troubleshoot deficiencies for maintenance and repair work.
Provide technical expertise to a variety of parties performing work related to structures, roads or grounds.
Provide emergency direction to contract personnel responsible for maintenance.
Prepare designs and specifications appropriate for work to be done.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent is subject to a medical clearance examination prior to employment. This position may require an annual physical or medical surveillance examination.
- The duties of the position require Temporary Duty Travel (TDY) approximately 5% of the duty time.
- An appropriate, valid driver's license is required and must be maintained for the position.
- Term employment is subject to a one-year trial period. Employees serving a trial period can be removed with limited appeal rights.
- This is an obligated position to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: 1) Working with projects involving the maintenance and repair of equipment, systems, and facilities; 2) Reviewing reports, documenting deficiencies, and providing input for proper remedial action; and 3) Reading and interpreting contract documents to determine contract requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).
