This position is located in Pathology & Laboratory Medicine (PLM), VA ECHCS. The incumbent provides a variety of management services including documentation: administrative, management and program analysis, strategic planning, human resource management, supplies, equipment, services, space, and safety to support Rocky Mountain Regional VA Medical Center and associated CBOCS. Along with being responsible for developing and directing administrative functions for Pathology and Laboratory Medicine.

Duties

Duties include, but are not limited to: Plans, develops, and evaluates all administrative issues for Veterans Health Administration Eastern Colorado Health Care System. Provides administrative guidance to the Laboratory Manager and Chief of PLM. Manages all aspects of credentialing and privileging as it relates to the administration of PLM utilizing the current systems. Work with Service Chief to complete FPPE/OPPE for providers including documentation in current system. Ensures everything is up to date and documented for all staff members and Without Compensation (WOCs). Represents the Chief in all administrative matters. Serves as the liaison for the Chief of PLM and other ECHCS services concerning administrative issues when the activities cross organizational service lines. Completes Travel Training and serves as the service expert for travel questions. Analyzes and reviews documentation procedures and controls, files, directives, forms, records control and disposal procedures, and office automation. Oversees the coordination of pathology resident rotation schedules and affiliation agreements with University of Colorado Medical Center (UCH) and the Chief of PLM. Coordinates the development of proposals and new programs for PLM, ensuring that they are consistent with ECHCS, VISN 19, and VHA goals and policy. Manages positions in the electronic system and requests funding for the filling of vacant positions, and the establishment of new positions. Performs timekeeping duties in the current time keeping system. Ensures timekeeping rules are followed. Schedules meetings for Ancillary, Blood and Laboratory Utilization Committee (ABLUC) and other meetings as requested. Work Schedule: 07:00AM - 3:30PM Monday -Friday Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/11/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Plans, develops and evaluates all administrative issues; Coordinates, prepares, and submits required quantitative and qualitative reports for the service; Coordinates the development of proposals and new programs for Pathology and Laboratory department; Good organizational skills in order to ensure trainings are ready for staff.. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have obtained a Ph.D. or equivalent doctoral degree or 3 years of progressively higher level graduate education lead to such a degree or LL.M. related. NOTE : Transcripts required.. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-11. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is mostly sedentary, although there is some walking, bending, lifting and climbing stairs. No excessive physical demands are required. The incumbent must be able to move about freely to various locations throughout the medical center.
