The incumbent works under the general supervision of the Navy Region Southwest Morale, Welfare and Recreation (MWR) Program Director and is resonsible for roviding program and financial analysis and guidance for the MWR organization.
Duties
Participates in achieving the efficient execution of the program in accordance with the Functionality Assessment (FA) of 2002. Tracks and compiles data in accordance with the FA requirements.
Designs and conducts surveys; negotiates implementation of recommendations; conducts cost comparison/benefit studies of programs and serves as representative on committee and task forces.
Serves as data reviewer, verifies accuracy of data, develops and monitors reports, ensures accuracy and conducts analysis of the data. Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of programs or operations in meeting established goals, measures and objectives.
Applies broad, general financial principles, theories, and concepts to the complex and changing management of funding, to address the problems in attaining broad program management goals.
Implements overall system improvements in the financial management of funds.
Proposes changes in program scope and advises on all aspect of the interpretation and application of existing policies and procedures for the funds. Prepares reports ad information for management.
Maintains a Records Managment Program for the agency organization and programs.
Plans, organizes and conducts studies ad surveys that analyze support services program areas.
Analyzes management techniques, processes and style for improving organizational effectiveness.
Conducts staff analytical work and tasks for organizational management.
Recommends approaches and areas of work to be developed and modified. 3
Assists with reviewing and evaluating NAF and APF budget request, expenditures, obligations, reprogramming and allotments; reviews, controls and reports obligations and expenditures; reviews, edits ad consolidates budget estimates and assists with the preparation of justification for projected funding needs.
Review data submitted for consistency with previous estimates, current levels of operation and anticipated changes.
Revised data for inclusion in budget reports ad schedules as required.
Conducts management surveys ad research projects and provides advisory services on substantive issues of moderate scop and impact to assess the effectiveness of program operations.
Designs, plans, conducts and direct others in the performance of work measurement, methods and procedures, and/or benchmarking studies of complex, interrelated substantive work processes or functions. Studies required significant adaptation of work methods.
Provides complex substantive management support services in the area of program cost analysis, annual/multi-year/long range fiscal planning, and development of annual work plan(s).
Ensures compliance with applicable directives and instructions, regulations and generally accepted standards of the profession.
Performs other duties as assigned.
Requirements
- Must meet Federal Employment suitability requirements and successful completion of background investigation. Background Investigations are conducted using fingerprint identification and completion of background inquiry forms.
- Must successfully pass the E-Verify employment verification check. Any discrepancies must be resolved as a condition of employment.
- Must be able to obtain and maintain a T3 level (Secret) security clearance.
Qualifications
In-depth knowledge, background and experience in administrative, programming or other responsible work that enables the incumbent to gain knowledge of management practices and administrative processes.
Must demonstrate an understanding of the needs, problems and solutions in administering management programs relating to recreation and possess knowledge and background including gals, principles, practices and techniques of recreations; a thorough understanding of the interests and motivation of authorized patrons; program planning, organizing and administrative skills to carry out the variety of program components that stimulate and sustain the interest of participants so they may benefits from the physical, psychological and social values to the derived from the activities.
Must be able to conduct comprehensive analysis of the organizational structures, methods and procedures.
Must be able to make favorable personal contact with all levels of management personnel and operating officials.
Must possess extensive knowledge of budgeting, financial management planning and working knowledge of project planning and initiation including knowledge of construction and special propjets.
Must have knowledge of use of computers and variety of software program and methods of record keeping.
Must have extensive executive experience and possess strong organizational administrative and management skills and have supervisory experience in recreation and business environments requiring in-depth knowledge of all phases of the program.
Must be a positive leader, ale to influence the actions of others in obtaining cooperation and assistance to meet the mission of the department.
Must have ability to make independent judgements and sound decisions or recommendations which have/will have a significant impact on policies or programs. Must be able to present and sell ideas, plans and programs to the command and higher authority for approval.
Must have the ability to communicate effectively with others, maintain reports, records and files and have the ability to follow verbal and written instructions.
