The primary purpose of this position is to serve as the principal officer and lead for the United States Special Operations Command's (USSOCOM) Mission Assurance (MA) program.

Duties

On behalf of the Commander, USSOCOM, the incumbent exercises delegated authority over the MA program and makes decisions regarding the assignment, resource planning, internal controls, and management pertaining to operational MA. Represents USSOCOM as the Command's Primary Defense Critical Infrastructure Officer and implements the MA Identification Process (MAIP) for USSOCOM's assigned strategic missions and supporting critical infrastructure. Represents USSOCOM as the Command's Primary Antiterrorism Officer and Provides Commander, USSOCOM a full-spectrum antiterrorism program encompassing all aspects of risk management and protection. Incumbent is responsible to ensure the core classified national information protection security disciplines of information are fully covered from a policy and programmatic viewpoint to ensure overall information protection requirements meet mission requirements.

  • Incumbent must obtain and maintain a Special Sensitive Security Clearance with Sensitive Compartmented Information (SCI).

  • May often be required to work other than normal duty hours. Work may occasionally require travel away from the normal duty station on military or commercial aircraft both CONUS and overseas.
  • Must complete appropriate Anti-Terrorism (AT) Level II training as prescribed in DODI 2000.16, AT Standard 9 in para 3-11 and table 2; within 6 months of occupying position.
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • Highly desired incumbent possess a master’s degree in any management-related field with a minimum of three years’ Mission Assurance experience at the DoD Combatant Command Headquarters level; (cont)
  • (cont) or a Security and/or antiterrorism focused master’s degree with six years’ experience in risk management at the DoD Combatant Command Headquarters level; (cont)
  • (cont) or a Bachelor’s Degree with ten years’ experience in risk management and/or Mission Assurance at the DoD Combatant Command Headquarters level.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Position, Management and Program Analysis Series 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes mastery of knowledge of the body of laws, regulations, policies, standards, procedures, methods, and techniques applicable to a broad range of MA requirements sufficient to plan, direct, coordinate, and evaluate diverse programs and advise senior leaders on courses of action affecting USSOCOM operations which impact the preservation of resources. Knowledge is used to perform key decision-making, and policy-making responsibilities with regard to the complete MA program of USSOCOM and its components. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Mastery knowledge of mission assurance programs, with emphasis on experience in risk management, antiterrorism, protection, defense critical infrastructure protection, and security. Expert knowledge of the range of regulations, legislation, executive orders, policies and directives applicable to antiterrorism, protection, defense critical infrastructure protection, and security. Extensive knowledge of Chairman, Joint Chiefs of Staff (CJCS), Department of Defense (DoD), interagency coordination, procedures and planning. Ability to clearly articulate SOCOM positions and issues, overall program issues and concerns, recommend actions to senior staff and leaders within SOCOM and externally. Ability to communicate effectively, both orally and in writing. Ability to lead others to gather, assemble and analyze facts, draw conclusions, conduct analysis, devise recommended solutions and package the process in briefings, papers, and reports suitable for senior leadership use and decision making. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
