Duties
The primary purpose of this position is to serve as Deputy Chief, leading a 7-branch, 120-member division to develop, monitor, and maintain policies and organizations to execute command responsibility for adaptive planning and force provision fulfilling service level responsibilities.
Duties:
Applying Air Force rated military experience, works with the Division Chief in planning, organizing, and overseeing the activates of the Division.
Participates with the Division Chief in the exercise of supervisory personnel management responsibilities.
Performs a broad range of highly complex and controversial qualitative and quantitative analysis of programs, policies and issues that have a major impact on sourcing and validation for contingency, rotational, and exercise taskings of Combat Air Force (CAF) and Expeditionary Combat Support (CS) Forces.
Prepares position papers and presents high level briefings of conclusions which may be highly subjective and not readily susceptible to verification until actual operation situations are encountered.

- This position is designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. The incumbent is subject to random testing for drug use.
- Work may require weekend and/or mid or night shift duties based on national disaster, emergences or other contingency operations.
- May travel by military or commercial air to conferences, meetings, or other functions away from the duty site.
- Senior officer and rated aviator experience (e.g., pilot, navigator) is critical to the successful completion of the work.

- This is a Centrally Managed Position in the Operations Career Field. PCS will be paid in accordance with JTR Vol. 2 and applicable Air Force Regulations.
- "This is a Supervisory Position." A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement.

This position is a "Key" position. It cannot be vacated during a national emergency or mobilization without impairing the capability of the organization to- function effectively. Incumbents must be removed from their military recall status if alternatives for filling this position during an emergency are not available.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions series, 0343.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge of qualitative and quantitative techniques to apply DOD, Joint, and Air Force management of operations principles, concepts and methodologies, directives, procedures, guidance and policy, the mission, roles, functions, organizational structures, and operation of DoD and Air Force Organizations to provide command level staff guidance and/or conduct studies/evaluations to determine deliberate and contingency action planning prior and publish updated planning guidance documents, Knowledge of Air Force and command program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events, and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations; and Knowledge of applying Air Force Rated military experience.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

Experienced senior officer required for wing command level interaction and above Experience and expert knowledge of Global Force Management Implementation Guidance (GFMIG), Global Engagement of the Force (GEF), Global Force Management Allocation Plan (GFMAP) development, Jot Force Provision (JFP) processes and Air and Space Expeditionary Force (AEF) processes and implementation.
Ability to organize and direct the functions and supervise, mentor, motivate, and apprise the staff of an organization through subordinate supervisors, ability to analyze, plan, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources.
Expert knowledge of airpower program goals and objectives, skill in the application of operational planning expertise as it applies to assigned programs, expert knowledge of a wide range of qualitative methods for the assessment and improvement of command level plans and programs for conducting major operations such as joint force provisioning and deployment, ARC mobilization, joint/MAJCOM exercises, Special Category (SPECAT) operations, or similar operations.
Expert ability to communicate effectively both orally and in writing clearly, concisely and with technical accuracy, negotiate complex issues, and maintain good working relationships. Skill in designing and conducting comprehensive solutions to especially broad, important, and severe military jot force provisioning and contingency areas.
Ability to plan, organize, and lead others in projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
