About the Position: Incumbent will serve as an Engineering Technician in the Directorate of Installation Services, Public Works Division, Engineering Branch.
This position will be filled at the GS-10 grade level or the GS-11 grade level. The full performance grade level of this position is GS-11.
Duties
Serve as a project manager for a variety of complex construction projects.
Assist and coordinate the planning, design and construction with Tobyhanna Army Depot organization's as well as outside organizations and contractors.
Provide technical engineering expertise in the development and direction for the overall project/program.
Review and approve contractor submissions (i.e., shop drawings, catalog cuts, schedules etc.) to assure compliance with contract specifications.
Requirements
- Incumbent is required to obtain and maintain a Secret security clearance.
- Incumbent must obtain and maintain Project Management Professional (PMP) Certification through the Training Branch within 2 years of position acceptance.
- Incumbent required to travel up to 25% of the time.

GS-10 Specialized Experience: One year of specialized experience which includes:(1) Assisting higher graded engineers and technicians on facility projects involving contract oversight on a wide variety of systems to include heating, ventilating, air conditioning systems, utility distribution systems and production conditions; and (2) Reviewing and studying manufacturer's drawings and specification to recommend possible design application. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
GS-11 Specialized Experience: One year of specialized experience which includes:(1) Working on facility projects involving contract oversight on a wide variety of systems to include heating, ventilating, air conditioning systems, utility distribution systems and production conditions; (2) Analyzing information and evaluating results to choose the best solution for solving complex problems; and (3) Reviewing and studying manufacturer's drawings and specification to determine possible design approaches for application. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).
Time in Grade Requirement (GS-10): Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
Time in Grade Requirement (GS-11): Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-10).
