This position is located in the Department of Health and Human Services, Substance Abuse and Mental Health Services Administration, headquartered in Rockville, Maryland. This position is part of the Legislative Team within the Office of the Assistant Secretary and will focus specifically on legislation pertaining to the 988 Suicide and Crisis Coordinating Office and Lifeline and other legislative matters as assigned.

Duties

WHAT YOU'LL BE DOING DAY TO DAY As a Legislative Analyst, you will use your knowledge of and experience with Congress to help the Legislative Staff to optimize business results and customer experience by: Reviews proposed legislation in assigned program areas, analyzing such proposals considering HHS and Administration policies and objectives, distributes such proposals to other Departmental components for their comment; gathers cost estimates for the various proposals pertaining to assigned areas; formulates position and issue papers for the consideration of the Assistant Secretary and/or the Deputy Secretary. Provides information and technical assistance on SAMHSA's legislative programs as requested or as may be determined by incumbent to be necessary and beneficial to Members of Congress, Congressional Committees and Committee staff. Drafts speeches and other summarizing materials for use by the Legislative Director, the Assistant Secretary and/or the Deputy Secretary; prepares correspondence dealing with substantive SAMHSA programs and legislative matters for the signatures of these same individuals, as well as for incumbent. Prepares special project reports, including legislative bill analyses or comparisons, health program budget analyses and impact statements. Negotiates changes to legislative proposals which are acceptable to involved or concerned departmental components; this process involves resolving discrepancies or disagreement among component offices and making recommendations thereon to senior staff and obtaining external clearance or concurrence from the Office of Management and Budget.

Qualifications

WHAT WE ARE LOOKING FOR Minimum Qualifications: You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-12 grade level in the Federal service performing ALL of the following: 1. Experience negotiating changes to legislative proposals which are acceptable to involve or concern departmental components; 2. Serving as a Congressional liaison on programs of material significance which have implications department-wide; and 3. Coordinating matters affecting health legislative policy. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
