Online Services - Operations
The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
The incumbent acts as a project manager on one or more concurrent project teams. They develop project plans, set priorities and deadlines for completion of work, and distribute tasks among team members based on priorities and deadlines. Prepares short- and long-term action plans, responsibility matrix, and schedules for various phases of the project, ensuring consistency with Service goals, schedules, and policies; develops and maintains a risk register for all active projects.
Serves as a process improvement consultant and/or specialist and facilitates Lean Six Sigma activities to identify bottlenecks and process issues, make data-driven decisions and identify efficient and effective solutions.
Demonstrates and applies knowledge of Enterprise Lifecycle (ELC) process and development of associated ELC required project documentation. Demonstrates and applies knowledge of Communications Lifecycle Management (CLM) process to capture project solution design requirements test plans, traceability, and end of test results.
Works with technical leads and engineers to gather and identify technical solution requirements that mapped to defined business requirements, integration test plans and scenarios, for new automations and existing system configuration changes; Directs project team resources on task completion, assigns individual or group accountability for major tasks, phases or releases and determines final task and project deliverables; Leads/participates in project negotiations and resolves resource, process, and technical conflicts, to include elevating risks and issues to leadership, when appropriate.
Develops and implements project management plans and processes to include Project Charter, Project WBS/Schedule, Project Status Reports, Communications Plan, Change Management, Organization Readiness and Risk Management Plans.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. QUALIFICATION REQUIRMENTS:
SPECIALIZED EXPERIENCE FOR GS-13: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS12 grade level in the Federal service. Specialized experience for this position must include: Experience applying, project management principles, theories, and practices and their applicability to programs, functions, and objectives, including experience developing long-term strategic plans and incorporating short-term and long-term goals and objectives. This includes knowledge of project approaches (i.e., Waterfall, Agile, Lean, Scrum and Kanban) as well as project management techniques, project management software and certifications (i.e., total quality management (TQM), Six Sigma, etc.) in order to provide guidance and leadership for projects impacting automated systems, specifically, the information technology processes, infrastructure, and operations of organizations throughout an organization. Experience with organizational policies, practices, and procedures, including experience in the management of all aspects in a project management office. Experience researching laws, regulations, and policies to identify, safeguard, and obtain proper approval for release/distribution of sensitive information regarding current projects and/or programs. Experience with a wide range of qualitative and quantitative analytical and evaluative methods and techniques to assess project effectiveness, devise and determine appropriate evaluation methods and measurement techniques, and accomplish studies of broad scope and complex projects that improve organizational effectiveness and efficiency. Experience applying, oral and written communication techniques to prepare comprehensive reports, directives, and guidelines and to present plans and proposals, negotiate, and reconcile conflicting interests and points of view. Experience using oral and written communication sufficient to summarize information; and write clearly on technical issues for both technical and nontechnical audiences. Experience using financial management procedures and processes, such as return on investment (ROI), payback period, net present value (NPV), internal rate of return (IRR) to monitor resources, ensure appropriate funding, and complete financial documents.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
