Entry Grade is GS-09.
Duties
Performs statistical analysis of data to identify and interpret human resources patterns and trends within the agency.
Compiles and analyzes information from various sources and develops meaningful program data, information, and reports in a variety of formats for presentation to and utilization by DFAS senior management officials, supervisors, and colleagues.
Identifies appropriate questions and corresponding data points or measurements. Focuses on high-priority metrics and analysis.
Serves as internal consultant, building strong relationships with key leaders to define and understand key business objectives
Applies scientific and statistical standards to analyze and evaluate data to develop high-priority analyses and metrics. Uses predictive modeling and advanced statistical analysis to translate personnel data into actionable business intelligence.
Designs and maintains key Human Resources performance indicators and delivers findings in user-friendly and professional format which clearly communicates information and presents findings in a relevant, compelling, and actionable manner.
Duties as described reflect work performed at the full performance level. Duties assigned to entry grade, GS-09 level, will be developmental in nature.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-07) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: demonstrating experience in assisting in the creation and validation of surveys or other business process assessment tools; performing data retrieval and dataset construction related to an Operational Data Store; or performing metrics and statistical analysis of data to identify and interpret patterns and trends.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-07 or higher grade in Federal Service.

Education
GS-9 Substitution of Education for Experience: Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
Graduate education must have been in the field of Statistics, Data Analysis, computer science, engineering, information science, mathematics, operations research, or a degree that provides other curriculum (not identified above) but provides sufficient coursework for the candidate to acquire basic knowledge of information management, statistics or data analytics principles, concepts, and method.
