The primary purpose of this position is: to serve as the AFLCMC Intelligence (IN) Directorate senior financial analyst and a secondary duty as a cost analyst providing staff assistance and guidance concerning budget, cost, and economic analysis (EA).

Duties
1. Functions as AFLCMC/IN Directorate expert advisor on all financial matters.
2. Performs financial management including, the monitoring of commitments and obligations incurred and the actual expenditures of a budget with different sources and types of funding.
3. Provides Expert Cost Analysis to AFLCMC/IN personnel and subordinate units.
4. Uses automated budgetary system(s) and computer-generated products in accomplishing budgeting assignments.

- All new DCIPS employees are required to complete a two-year DCIPS trial period.
- Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (continued)
- (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed

- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing
- Financial Disclosure: Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually
- The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments
- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays

- A Bachelor of Science in Business or a related field is desirable
- Prolonged periods of sitting, reading, and intense data analysis are typical. This work is mostly sedentary performed in an office setting
- This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Employee shall comply with the requirements of this certification program
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of a wide range of concepts, principles, practices, laws, and regulations of financing; and the financial and budgetary relationships between subordinate and most senior levels of financial management and budgeting within the command entity and between the organization and programs of other federal, state, and local governments, private industry, and large public organizations sufficient to manage and analyze the command cost and economic analyses programs; knowledge of AF acquisition process and military command structure and missions; wide range knowledge of accounting, finance, mathematics, economics, statistics, operations research, or directly related disciplines with extensive and quantitative cost analysis; knowledge of complex quantitative methods, cost research/modeling techniques; knowledge of operations and support cost estimate requirements for major acquisition programs. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Extensive knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute assigned budget in support of the mission, structure, goals, work processes, and programs of assigned activities/organizations, and skill in applying this knowledge to difficult and complex work assignments.
2. Expert knowledge of AF, DoD, Office of Management and Budget (OMB), and Congressional Laws, regulations, instructions, policies, and directives; comprehensive and detailed knowledge of processes and procedures by which budgets are developed, transmitted, presented, and examined by the IC, OMB, and reviewed by Congress.
3. Detailed knowledge of the financial management of program objectives of AFLCMC/IN, HAF, 25 AF, Congress, and others as required; broad knowledge of the missions and processes of IN and its interrelationships with the Intelligence Community (IC).
4. Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to budget formulation and financial management.
5. Knowledge of annual and multiple-year appropriations; their characteristics, uses, applications, and data structures.
6. Skill in the application of analytical methods and techniques, mathematical and statistical analysis, and various cost estimating techniques to analyze and evaluate the effects of changes in program plans and funding; and ability to interpret financial data and draw sound conclusions; draw logical courses of actions and offer a recommendation.
7. Ability to communicate effectively, both orally and in writing, and ability to research, interpret, and apply fiscal, statutory, and regulatory guidelines, policies, and regulations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
