The primary purpose of this position is to serve as a management operations specialist in a developmental capacity, performing assignments designed to further develop applicable analytical and evaluative skills and techniques.
Duties
Participates in special projects and performs special assignments related to Division Level Management
Operations.
Provides technical guidance and instruction to users, Division Leadership and higher, Chief Financial Officers, Program Directors, and other IT specialists.
Maintains a continuous liaison with other agencies, organizations and installations.
Prepares, presents, defends, and interprets studies to department management, organization leaders and higher-level officials.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, General Administrative, Clerical, and Office Services. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
This position may be filled at the GS-9, GS-11, or GS-12 level. Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. In order to qualify, you must meet the education and/or experience requirements described below.
SPECIALIZED EXPERIENCE FOR GS-09: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-7, or equivalent in other pay systems. Examples of specialized experience includes using judgement in interpreting and adapting guidelines such as regulations and agency policies, planning and organizing individual projects, participating in special projects, initiatives and studies, preparing written correspondence and other documentation, and/or familiar with software such as word processing, spreadsheets, program language and plotting software. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
OR
EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your official college transcripts.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of specialized experience described in the job opportunity announcement and at least one year of progressively higher level graduate education, but has not obtained a master's or equivalent graduate degree. NOTE: You must submit a copy of your official transcripts.
SPECIALIZED EXPERIENCE FOR GS-11: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-9, or equivalent in other pay systems. Examples of specialized experience includes drafting and preparing a variety of documents, special management operations projects, processes and programs, providing technical guidance and instruction for a variety of complex IT and telephone configurations, and office support systems, and establishing and maintaining effective relationships with counterparts at all levels within and outside of the agency. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree. NOTE: You must submit a copy of your official transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of specialized experience described in the job opportunity announcement and successfully completed a post master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related. NOTE: You must submit a copy of your official transcripts.
SPECIALIZED EXPERIENCE FOR GS-12: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of special management operations projects, processes and programs. Plans, schedules, organizes, and carries out major projects using analysis, evaluation, development and operation of special projects, programs and processes. Has administrative oversight of support contractors. Provides advice and guidance on a wide range and variety of complex IT configuration and architecture approaches including secure information technology systems, Voice over Internet Protocol and Video Teleconference Conference, telephone configurations, and office support systems. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-7 level is required to meet the time-in-grade requirements for the GS-9 level. One year at the GS-9 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of principles, practices, and quantitative and qualitative evaluative techniques used in project analysis to identify, evaluates, resolve, and present issues or problems to isolate discrepancies or identify trends that impact organizational mission objectives both operationally and strategically.
Knowledge of program protection, system security, technology assessment and control, foreign military sales, information, industrial, and personnel security concepts, principles, and practices to plan and implement security programs in these areas.
Knowledge of IT management information systems requirements and application software development techniques required in carrying out project assignments of considerable difficulty and with little specificity regarding approach to be followed.
Skill in negotiating with management to accept and implement recommendations when they involve substantial resources, extensive changes, or conflict with organizational desires.
Skill to use, manipulate, and or synthesize various data systems and sources of information to cross-correlate data and metrics to evaluate data within the context of operational environment, develop COAs to better support mission objectives, select and coordinate with appropriate parties of interest, and champion AFLCMC/WW opportunities in the corporate process.
Ability to communicate effectively both orally and in writing clearly, concisely, and with technical accuracy, and maintain good working relations with all individuals and organizations.
Ability to recognize and analyze complex analytical problems, conducts research, gather, assemble, and analyze facts; draw conclusions; conduct analysis; devise recommended solutions; and summarize results of the entire process in briefings, papers, or reports suitable for top management use and decision-making.
Ability to develop and use appropriate data collection techniques.
WORK ENVIRONMENT: Work is performed in adequately lighted, heated, and ventilated office setting and includes an array of risks and discomforts normally found in offices and conference rooms. The employee observes normal safety precautions when working and when traveling away from the work site.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
