WHAT IS THE HUMAN CAPITAL OFFICE - HCO DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Human Capital Office, Office of Human Resource Operations, Talent Acquisition The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Serves as the primary HR point of contact and advisor to the clients and is responsible for managing the diverse needs of a wide range of customers, tracking and anticipating customer requirements. Builds rapport with new or existing customers; identifies areas for improvement; determines best practices; establishes and monitors service level agreements and develops strategies for executing strategic planning and workforce development. Provides advice to various BOD managers regarding HR initiatives and processes to drive continuous improvement in the areas of organization effectiveness, recruitment, staffing, position management/position classification, employee relations, labor relations, performance management, training and career development, compensation, benefits, employment practices, and compliance. Applies HR concepts, principles, rules, and practices related to identifying, attracting, and referring individuals for placement. Identifies distinctions between non-competitive and competitive recruitment sources to ensure applicants are properly referred. Researches and advises stakeholders (e.g., hiring manager) on recruitment and staffing strategies. Applies relevant laws, policies, regulations, standards, appropriate priority considerations and/or reasonable accommodations to suggest promotion, placement, or appointment of personnel. Participates in working groups to develop strategies to reduce time to fill a position. Consults with organizations to learn their succession planning goals and assist in developing recruiting methods. Determines appointing authority eligibility for referral and placement. Discusses salary, pay setting, and/or flexibilities with stakeholders. Analyzes workforce data to develop, integrate, and align HR strategies with the enterprise focus to support and influence decision-making on human capital needs and planning. Evaluates customers' needs and design HR life cycle management programs that are directly linked to organizational goals and mission. Compares proposed organizational structures against regulatory guidance and provides recommendations to stakeholders.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GS-14 LEVEL: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: Experience that demonstrates a comprehensive knowledge of the concepts, principles, practices, laws, and regulations of human resources management (HRM) and a wide range of qualitative and/or quantitative methods sufficient to serve in an authoritative role, providing advice, developing policy, and/or developing interventions on complex HRM issues (e.g., position classification, position management, staffing and recruitment, HR technology, Policy etc.); Experience presenting findings and delivering briefings and preparing in draft or final form documents (e.g., policy documents, handbooks/desk guides, operational reviews and white papers) for use by others; managing and implementing programs and or projects with service wide impact; identifying challenges and opportunities, drawing conclusions, making recommendations that produce quality work; and or recognizing the impact of alternative courses of action by managing risks to achieve benefits/advantage. In addition, your experience must have been gained in at least three of the following HR functional areas: Staffing & Recruitment, Position Management/Position Classification, HR Policy, Personnel Security, HR Technology and/or Training. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
