Vacancies will be filled in the following specialty areas:
Human Capital Office of Human Resource Operations Talent Acquisition
The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
Implements the merit staffing program by ensuring that all human resource actions comply with the provisions of the applicable merit staffing plan and negotiated agreements, such as the National Treasury Agreement. Provides information and guidance to employees and operating officials on the effective use of the merit promotion and career development programs.
Implements the delegated examining program by ensuring that all human resource actions comply with the provisions of the Office of Personnel Management (OPM) Delegated Examining Handbook. Provides information and guidance to employees and operating officials on the effective use of the delegated examining program.
Prepares, reviews, and updates vacancy announcements/inputs on, USA Jobs or other automated staff acquisition systems in compliance with OPM requirements.
Reviews and validates job analysis, crediting plans, and appropriate rating and ranking factors in collaboration with program managers and other program areas to ensure the most effective and efficient approach to meet customer requirements.
Performs the full range of technical pay administration duties in the areas of setting and adjusting pay for new and continuing employees, (including locality, special salary, and/or other geographic pay), grade and pay retention, wage grade, pay banding, recruitment and retention flexibilities, and application of single agency authorities where applicable.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-11 LEVEL: To be minimally qualified for this position at the grade 11 level, you must have at least one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS- 9 level in the Federal service. Specialized experience for this position includes: Applying a wide range of methods, principles, and practices commonly used within HR functions; performing highly structured work designed to develop broader and more in-depth assignments; communicating factual and procedural HR information clearly both orally and in writing; researching, gathering, and analyzing facts and drawing conclusions regarding HR processes. Experience analyzing data and identifying/proposing solutions to HR problems and issues; researching cases, preparing/providing detailed documentation and/or responses for resolution of formal and informal inquiries, grievances, or complaints. Experience advising management officials on various HR processes and advising on the procedural and regulatory requirements governing HR functions and or processes and assisting and developing other HR personnel.

EDUCATION:
You may substitute education for specialized experience as follows: A Ph.D. or equivalent doctoral degree in field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields.

Three (3) full years of progressively higher-level graduate education leading to a graduate degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields.
OR
LL.M. in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields.

COMBINATION OF EXPERIENCE AND EDUCATION:
You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.
SPECIALIZED EXPERIENCE: GS-12 LEVEL: To be minimally qualified for this position at the grade 12 level, you must have at least one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 level in the Federal service. Specialized experience for this position includes: Experience applying a wide range of staffing and placement concepts, principles, practices, laws, and regulations with an understanding of the interrelationships of personnel management functions for a large organizational structure (e.g., IRS) sufficient to provide management advisory services and authoritative policy interpretations on Service-wide program issues. Experience conducting comprehensive studies and projects to assess and improve staffing and placement program effectiveness; oral and written communication skills to meet and deal tactfully and persuasively with others to resolve issues which are sensitive in nature, maintaining harmonious relationships with all parties to present findings and deliver briefings, persuading/motivating management to accept recommendations, and/or negotiating solutions to disputed recommendations. Experience identifying HR needs; conducting a variety of analyses and using the results to make recommendations and support actions; advising management officials on HR sources and strategies while adhering to Federal personnel regulations, agency policies and directives, and contractual provisions governing the HR functions/processes. Experience assisting, developing, leading, training, and mentoring other HR personnel during developmental phase; independently performing highly structured work involving a variety of conventional issues that require analysis and evaluation; addressing complex problems while ensuring compliance with established regulations, policies, and procedures; communicating factual and procedural HR information clearly both orally and in writing; researching, gathering, and analyzing facts and drawing conclusions regarding HR processes.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
