This position is aligned under the Chief of Staff office. The primary purpose is to provide training instruction for work performed by the Medical Support Assistants other medical support staff within the hospital and clinics.

Duties

This position functions as an educator/staff development specialist and is responsible for provision and coordination of customer-focused, performance-based educational services. This role includes assessing educational and staff development needs, developing and implementing educational/staff development activities to meet those needs; and evaluating outcomes of these activities, as evidenced by improvement of communication and referral service, staff performance or work product. educational activities will be conducted through traditional, multimedia, and teleconferencing/ videoconferencing modalities. Major Duties: Ensures topic and training meets requirements for Joint Commission, OSHA, OVAC, VISN and other regulatory requirements. Responsible for planning, developing, implementing, directing, evaluating, and coordinating the overall staff training. Responsible for refresher and remedial training of staff. Provide an effective transition for employees into the scheduling role. Ensure required scheduler training is completed for all individuals with scheduling keys. Serves as the Share Point Administrator and PIV sponsor for all staff assigned to the scheduling section. Collaborate with the Group Practice Manager and the Supervisory Program Specialist, on the development, coordination, and evaluation of present and future training activities by providing a training plan annually. Design materials and methodology according to performance objectives and staff needs. Modify educational materials to reflect technological changes or new developments. Track, document and record initial, refresher, and performance measurements, using evaluation models. Ensure all required scheduling and telephone audits are completed by the required deadlines. Work effectively with others, using effective communication and customer service skills. Utilize problem solving strategies which facilitates open exchange of ideas between people. Serve as the subject matter expert in subject areas such as Talent Management System (TMS). Serves as primary Automated Data Processing Application Coordinator (ADPAC) for the office. Additional duties or tasks may be assigned by the supervisor to ensure efficient daily operations. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. The GS-7 position works on a Statement of Difference, This is a lower level position in the career ladder. The incumbent will be assigned work/or receive training with the objective of acquiring the qualification needed to successfully perform the duties and responsibilities of the GS-09 position. The primary purpose of this position is to prepare for successful progression through the career ladder levels and achieve the full performance level. The purpose of the full performance level position is to provide training instruction through the development and implementation of the mandated training program for work performed by the Medical Support Assistant and other medical support staff within the hospital. The work is administrative and requires knowledge and skills gained from on the job training, and/or experience working in the area of medical support assistance. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Specialized Experience: Address any related training and experience in your resume. You must possess one (1) full year of specialized experience equivalent to at least the next lower grade GS-07 in the Federal service that equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the Training Instructor, and that is typically in or related to the position to be filled. Examples of specialized experience would typically include, but are not limited to: Knowledge and experience of the training and educational process and the principles of learning Knowledge and skill in adapting analytical techniques and evaluation criteria Knowledge and skill with VISTA, CPRS, Microsoft Word, PowerPoint, Excel, Access and online training packages Knowledge of the TMS training program and the ability to organize materials, training documentation and records Skill in written and oral communication in order to communicate effectively with participants attending training. In addition, Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking, standing, bending, carrying of light items such as paper, books, and small packages. The work can involve setting up classrooms to include table and chairs, configuring a learning environment to include easels, whiteboards, and other materials such as laptop computers, projectors, etc., to support various face to face and virtual training. Work Environment: The work environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, meeting and training rooms, or classrooms. The work area is adequately lighted, heated, and ventilated.
