This position is located in the Scheduling Support section located within the Chief of Staff office. The primary purpose of this position is to provide training instruction through the development and implementation of the ongoing training programs for work performed by the Medical Support Assistants other medical support staff. Duties

Duties include and are not limited to: Responsible for provision and coordination of customer-focused, performance-based educational services. This includes assessing educational and staff development needs, developing and implementing educational/staff development activities; and evaluating outcomes of these activities, activities will be conducted through traditional, multimedia, and teleconferencing/videoconferencing modalities. Primary responsibility involves planning and executing training programs for all new employees and tenured staff, which affects the functions and operations of all scheduling areas. Responsible for planning, developing, implementing, directing, evaluating and coordinating the overall staff training program for the scheduling staff Incumbent will provide documented Annual Review of their training plan Responsible for updating training materials and applicable training SOPs Plans, develops and implements activities based on assessed needs in a cost-effective manner. Ensures required scheduler training (MSA and VSE) is completed for all individuals with scheduling keys and will create a Training plan Collaborate with the Group Practice Manager and the Supervisory Program Specialist, on the development, coordination and evaluation of present and future training activities by providing a training plan yearly Design materials and methodology according to performance objectives and staff needs, utilizing traditional and modern methods, including multimedia and teleconferencing/videoconferencing Ensures topics/training meets requirements for Joint Commission, OSHA, OVAC, VISN and other regulatory requirements Tracks, documents and records initial, refresher and performance measurements, using evaluation models Works with others, using effective communication and customer service skills, utilizing problem solving strategies which facilitates open exchange of ideas between people Serves as the subject matter expert in subject areas such as Talent Management System (TMS). Responsible for maintenance of assigned courses and determine the need for initiating changes/updates in course content Manages and tracks scheduling training needs for all scheduling staff Performing tasks associated with Assignment Manager, Scheduling Manager, Registration Manager, and Item Manager Serves as primary Automated Data Processing Application Coordinator (ADPAC) for the office Ensures that all required scheduling audits are completed by the required deadlines, this includes appointment audits Assignments may involve any or all stages in the development and execution of initial, recurring and performance training, including follow up with trainees to deal with on-the-spot problems which may offer unique learning situations, and 'hand-off' of the new employee to their work unit. Provides initial Scheduler Training and annual refresher training Consult Tool box training which is mandated nationally, Mission Act Training, same day services training and impromptu training Additional duties include recording attendance, providing initial support for TMS Users, resetting passwords, creating/setting up and running reports. This role requires TMS Administrator skills. Incumbent will also act as the primary point of contact and subject matter expert for VA Online Scheduling (VAOS), VEText and VetLink Kiosks Work Schedule: Monday - Friday, 0730 Telework: This position may be authorized for telework. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/26/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Specialized Experience: State in your resume any skills related to statements below. Your resume will be reviewed specifically for these skill sets. You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression. Experience must be in a related field that mirrors or compliments the following Knowledge, Skills, and Abilities: Knowledge of the educational process and the principles of learning, including group processes Knowledge of the training environment Plan educational activities Interpret information from a variety of sources and formats, making decisions based on the analysis of work to be performed and the outcomes desired Knowledge of and ability to develop training plans and/or programs focusing on learning objectives and outcomes, both specified and implied Knowledge of computer systems and technical aspects of the hardware and software for output/input and analyses of data Advanced computer skills including Microsoft Office products such as, Microsoft Word, PowerPoint, Excel, Access, etc. and online training packages; familiarity with VHA Computer Programs, (VISTA); audiovisual and teleconferencing/videoconferencing equipment Knowledge of the TMS training program and the ability to organize materials, training documentation and records Knowledge of training and educational concepts in order to instruct all levels of employees Ability to adjust education materials and presentations to the level of the learner Knowledge of a wide range of office automation skills and the use of several software programs to enhance training programs Skills in written/oral communication Knowledge of existing VA management infrastructure at the VISN and Medical Center level Knowledge and skill in adapting analytical techniques and evaluation criteria Extensive familiarity with the nationwide and local educational offerings, mandatory and required training, and understanding of the local target learners Train learners in the use of the multiple programs Practical knowledge of relevant subject-matter areas and a wide range of instructional methods You will be rated on the following Competencies for this position: CommunicationEducation and TrainingPlanning and EvaluatingTechnical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is mostly sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books and small packages. The work can involve setting up classrooms to include table and chairs, configuring a learning environment to include easels, whiteboards and other materials such as laptop computers, projectors etc. in order to support various face to face and virtual training.
