Duties

Performs qualitative and quantitative analytical duties for the Medical Center, including commuting data, reviewing reports, records and statistical computations for accuracy and propriety. Incumbent will analyze local statistical computations and data from the ICB scanner generated reports, noting any discrepancies and ensuring and necessary corrective action is taken. Responsible for developing and ensuring implementation of action plans to address compliance issues as they correlate to insurance capture and associated measures. Routinely develops and prepares graphic charts with narrative comments to supplement the reporting systems. Actively performs Medical Center Data validation activities including the comparison with actual ICB workload information to ensure validity of data. Develops and implements ongoing workload monitors that reflect trends. Presents finding to management, program managers, and other, that would benefit from the information. Provide quarterly observation and physical review of clinic ICB equipment usage and ICB capture process. Assess for training needs and opportunity for improving the ICB process. Develops and conducts training for all locations regarding ICB data reporting and integrity of data for Medical Center staff. Ensures that the training is structured to meet needs of multidisciplinary audiences. actively Participates on committees, task forces, and process improvement teams when assigned. the incumbent coordinates activities for the Enrollment Program to include administrative processes, health benefits eligibility determinations and all aspects of the health benefits. Analyzing of benefit unitization and implementing the extensive body of VA And DoD regulation, rules, polices, procedures and practices associated with impatient/outpatient activities, as well as Veteran/patient entitlement agreements, all other sharing agreements, Health Care Finance Administration (HCFA) requirements and guidelines, Medicare, and contract services to ensure that clinical services are provided to eligible beneficiaries. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday through Friday, 7:00 am - 3:30 pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/12/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position, you must served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Requirement GS 7: Do you possess 1 year (52 weeks) of specialized experience equivalent at the next lowest GS 5. Specialized experience can be described as but not limited to: knowledge of techniques and systems for retrieving data from individual records and Medical Center, Regional, and VA-System-wide databases; understanding major issues, program goals and objectives, work processes and administrative operations of the organizational unit (VHA, VISN, medical center); applying qualitative and quantitative analytical and evaluation techniques to resolve issues or problems; interpreting and analyzing information; developing and ensuring implementation of action plans to address compliance issues; developing graphic charts and workload monitors to reflect trends; participation on committees, task forces, and process improvement teams. OR, Education GS-07: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 1 full year of graduate level education or superior academic achievement that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR, Combination: GS-07: Applicants may also combine education and experience to qualify at the GS-7 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-7. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position. Requirements GS-9: Do you possess 1 year (52 weeks) of specialized experience equivalent to the GS-07 level in the Federal service that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this position. Specialized experience includes, but not limited to: knowledge of guidelines, methods, structures, processes, and techniques used in the performance of management analysis; manipulating data and large data sets; developing spreadsheets and databases and database queries; conducting interviews with managers; interpreting and analyzing complex information and the ability to reduce such data to clear precise written summaries and reports; skill in interpreting and analyzing complex information and the ability to reduce such data to clear, precise written summaries, reports, recommendations, to management and other key audiences; applying qualitative and quantitative analytical and evaluation techniques to resolve issues or problems; developing and ensuring implementation of action plans to address compliance issues; developing graphic charts and workload monitors to reflect trends; participation on committees, task forces, and process improvement teams. OR; EDUCATION GS-9: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed a master's degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. OR; COMBINATION GS-9: Applicants may also combine education and experience to qualify at the GS-9 level.
